Expressions of Interest (EOI)

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business, issue no. 493 (Article ref. WB896-493/98) 31 August, 1998 , 16 October, 2002 , 23 November 2003 and General Procurement Notice on 31 August, 2001 in El Gomhoria newspaper , on 1 September, 2001 in Al Ahram newspaper , on 16 October, 2002 in El Gomhoria and Al Ahram newspapers , on 23 November 2003 in El Gomhoria and Al Ahram newspapers.

The Government of Egypt has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments under the contract for Building Capacity of the Health Insurance Organization (HIO) software Track II.


The purpose of this EOI is to invite Information Technology firms to study, update and develop software application solution for the Health Insurance Organization (HIO) - Egypt. The basic activities of the project will involve: -
- Studying the running and proposed applications at HIO.
- Gathering user requirements and understanding the situation analysis.
- Adding additional functionalities for providing financial analysis, clinical decision making and key performance Indicators (KPIs).
- Building an aggregate database which collects its data from automated and non automated HIO units
- Insuring bilingual (Arabic / English) data interfaces, help, reports, and user documents.
- Performing analysis and design processes for HIO applications; by using a well known methodology.
- Developing the new and modified applications according to user requirements as illustrated in the analysis and design documents.
- Developing the aggregate database, financial, and decision support system
- Conducting Alpha and Beta testing phases as well as the deployment of the application in some specified HIO units
- Setting up and building capacity within the HIO and its different levels for using, trouble-shooting, operating and administering HIO-MIS efficiently
- Insuring the functionality, operability, maintainability of the developed software system along with the available hardware, and the communication system.

Company Qualifications:-

- Experience in developing software applications for health and health insurance sectors on the national level
- Experience in developing executive and decision support systems
- Programming experience in different DBMSs and development environments on different operating systems and platforms.
- Experience in developing client-server and web-based applications

The team should include :
- Highly qualified specialist in health insurance
- Highly qualified specialist in financial analysis


The Ministry of Health and Population – Health Sector reform Program - Central Administration for Technical Support and projects now invites eligible firms to indicate their interest in providing these services. Interested parties must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments especially during the last five years, and details of at least three similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc...). Consultants and firms may associate to enhance their collective qualifications.

The selection will be made in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999 and May 2002).

Interested parties may obtain further information from the address given below from 9:00 a.m. – 3:00 p.m. local time (Sunday – Thursday).

Expressions of Interest must be delivered to the address below within 30 days from the date of this Notice.
