MINISTRY OF WORKS TRANSPORT AND INFRASTRUCTURE
INFRASTRUCTURE ASSET MANAGEMENT PROJECT – PHASE-2
ASSETS ENGINEER and CONTRACTS ENGINEER

The Government of Samoa is about to embark on the second Samoa Infrastructure Asset Management Project (SIAM-2). The Government has received a Credit from the International Development Association towards the cost of the project, and intends to apply part of the proceeds of this Credit to eligible payments under contracts for the engagement of individual consultants for the positions of Assets Engineer and Contracts Engineer.

THE PROJECT:

SIAM-2 is the second phase of the Infrastructure Asset Management Program that is being implemented in two phases between 1999 and 2007. The overall programme objective is to ensure that “Transport and Coastal Infrastructure Assets are economically, environmentally and socially sustainable and managed by an effective partnership of all stakeholders”. The objective of phase 2 is “Investing in Sustainable Growth and Protection”
The Ministry of Works, Transport and Infrastructure (MWTI) is one of three Implementing Agencies for SIAM-2 and will be responsible for the management of project components which have a total estimated base cost of US$14.06 million.

As part of the ongoing reforms of the public service in Samoa, the Ministry of Works, Transport and Infrastructure (MWTI) was established in May 2003 by the amalgamation of the formerly separate Ministries of Works and Transport. The Works section of the Ministry has as one of its major functions the management of road system assets, with service delivery functions being outsourced to the private sector, both in civil works and in engineering services. A 10 year Road Sector Plan has been prepared and a number of the capital investments that are identified in the Plan will be implemented during the next 4 years under the Second Infrastructure Asset Management Project (SIAM-2). The functions of asset management, procurement of design, construction and maintenance services, and contract administration are carried out by the Asset Management Roads Division of the MWTI, headed by an Assistant Chief Executive Officer. The Assistant CEO is assisted to carry out these functions by professional engineers occupying the posts of Assets Engineer and Contracts Engineer. The road infrastructure division is currently impacted by a staffing shortage and requires additional support from two individual consultants to handle the functions of these two positions.

THE POSITIONS:

ASSETS ENGINEER

(Primary Duties):
Asset condition and traffic data collection
Update register of assets
Maintaining and utilising the Asset Management database
Develop Asset Management strategies that achieve political, social, environmentally sustainable and cost-effective asset improvement, maintenance and construction.
Identify and prioritise asset improvement, construction and maintenance projects
Responsible for developing, setting standards, and monitoring the effectiveness of Asset Management procedures
Responsible for developing, setting standards, and monitoring the effectiveness of Standard Specifications
Advise and provide Training of counterpart staff

CONTRACTS ENGINEER

(Primary Duties):
Procurement and management of contracts for the maintenance, enhancement, rehabilitation or construction of infrastructure assets, which shall include, but not be limited to, the development, negotiation and administration of contracts for the following services:
• Consultancy services
• Works (construction services)
Responsible for the monitoring and periodic review of contract procurement and administration procedures
Training counterpart staff and arranging training for local consultants and contractors
Provision of technical assistance to the Assistant CEO for the operation of the laboratory testing facility

Selection Criteria:

Applications will be evaluated by a panel of at least three people and candidates will be selected using a weighted points system using the following criteria:

1. General qualifications, (Education, membership of professional institutions, length of experience, positions held, experience in developing countries): 35 points
2. Adequacy for the assignment (education, experience and training directly relevant to the assignment): 50 points
3. Experience in the Region (knowledge of local conditions, culture, administrative systems): 15 points.

Duration, Salary, and Conditions

The successful consultants will be offered a contract for a duration of two years. Remuneration is negotiable. The successful consultants will have to obtain a Samoa business license and register for VAGST. Each position will be provided with a self-drive vehicle for official use. Samoa Civil Servants may apply for these positions but will be obliged to resign from their current post if their application is successful. The Consultants will be provided with air-conditioned office space within the Ministry, telephone for business use, and shared secretarial support, computer, printing materials, stationary and Internet connection at no cost.
