BRIEF DESCRIPTION OF GOODS

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 493 (Article ref. WB896-493/98) on 31 August 1998, 16 October, 2002 and 23 November 2003 General Procurement Notice published on 31 August, 2001 in El Gomhoria newspaper, on 1 September, 2001 in Al Ahram newspaper, on 16 October, 2002 in El Gomhoria and Al Ahram newspapers and on 23 November 2003 in El Gomhoria and Al Ahram newspapers.


2. The Ministry of Health and Population – Central Department for Technical Support and Projects (CDTSP) has received a Credit from the International Development Association towards the cost of Health Sector Reform Program (HSRP), and it intends to apply part of the proceeds of this credit to payments under the contract for Laboratory equipment no. 27/Goods/WB/ICB/2003


3. The Ministry of Health and Population – Central Department for Technical Support and Projects (CDTSP) now invites sealed bids from eligible bidders for the supply of Lab Equipment in the Chest, Fever, General and District Hospitals in different Governorates. These are to be provided in the following Lots:

Lot one: Autoclave, Loop incinerator, Incubator, Safety cabinet, Hot air oven, Anaerobic jars

Lot Two: Microscope, Centrifuge, Plate shaker, Water distiller , Photometer, Eliza System


The supplier will be responsible for the installation and initial setup of the equipment (ensuring operational status) at sites determined by Central Health Laboratory.

The supplier should have a minimum level of 5 years experience as a manufacturer or agent for similar type of goods.

Any supplier should have a local agent for the provision of after sales services and maintenance setup in Egypt.

4. Bidding will be conducted through the international competitive bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Ministry of Health and Population, The Central Department for Technical Support and Projects (CATSP) and inspect the bidding documents at the address given below from 9:00 am – 3:00 pm local time (Sunday to Thursday).

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 1000 L.E ( Ten Hundred Egyptian Pounds ) or $200 ( Two Hundred US Dollars ).The method of payment will be cash or a cashier or a certified check payable to Ministry of Health and Population - Health Sector Reform Program. And add fee US$ 20 to send the bid documents by Egypt mail services (EMS).

7. Bids must be delivered to address below at or before Monday 9th, February 2004 at 12:00 (Local time). All bids must be accompanied by a bid security as follows:

Lot one: USD 7,000 (date of exchange rate is 10 days prior to Bid Opening Session)

Lot Two: USD 26,500
or an equivalent amount in a freely convertible currency.

Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at Time: 12:00 noon (Local Time) Monday 9th, February 2004

Note:

· Bid security, Advance payment and the Performance guarantee should be confirmed through correspondent bank in Egypt.

· Bid Form and Price Schedules ( section VIII in the Bidding Document) must be filled for each submitted lot separately.

· Partial shipment is not allowed.
