Name of Component: Strengthening Judicial Effectiveness
Name of Assignment: Civil Society / NGO Input into Nominations and Appointments to Judicial Offices

The Government of the Philippines has received a grant from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this grant to payments under a contract for consulting services for the assignment “Civil Society / NGO Input into Nominations and Appointments to Judicial Offices” under the above named component of the Trust Fund. The activity to be funded aims to complement the Judicial Reform Program and strengthen judicial effectiveness by appointing to the bench individuals who have integrity, competence, and are of good moral character.

Scope of Work
1. Mobilize law student monitors/volunteers to observe and report on the performance and demeanor of the applicants/nominees to the Judiciary.
2. Developing a credible monitoring and evaluation system.
3. Provide a forum for civil society to dialogue on the judicial appointments process and prominent cases lodged with the Court of Appeals and Supreme Court.
4. Make public through media, or other forms of information-sharing, relevant information on the nominees to the bench for transparency purposes.

Contract Arrangements and Logistics
The contract arrangements will be detailed in the formal contract. Incremental expenses, if any, and the mode of reimbursement, will be subject to the usual rules in this regard, and will be specified in the contract. The World Bank Office in Manila may be contacted for any questions in this regard.

The World Bank Office Manila now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, and May 2002).
