GENERAL PROCUREMENT NOTICE 2003 - 2004
CREDIT NO. 3076 EGT

This general procurement notice updates that published in Development Business, no. 493 (Article ref. WB896-493/98) of 31 August 1998, and on 16 October 2002, and General Procurement Notice on 31 August, 2001 in El Gomhoria newspaper and on 1 September 2001, in Al Ahram newspaper and on 16 October 2002, in El Gomhoria and Al Ahram newspapers.

The Ministry of Health and Population has received a credit from the International Development Association (IDA) in the amount US$ 90 million equivalent towards the cost of the Health Sector Reform Program, and it intends to apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components:

1. Provide universal access to a basic package of primary health care (PHC) services. This component consists of the following three subcomponents:

1. Implementation of the PHC insurance system in the three pilot governorates (Alex., Menofia & Sohag). 2. Improving quality and efficiency of the PHC delivery systems in the three Governorates; and3. Reforming the Public Health Program. Services include technical assistance, training, equipment, and new construction and rehabilitation of facilities needed to begin phasing in universal insurance coverage for the basic package of primary health care services in the three pilot governorates.II. Reform of Health Insurance Organization (HIO) in the three Governorates. The component will support enhancing management capacity, implementation of MIS, and development of incentive-based contracting mechanisms. The services include technical assistance, training, equipment and construction.

The following will be procured under the project:

I. Consultancy Services
II. GOODS

1. Medical and Laboratory Equipment and Supplies. 2. Non-Medical Equipment and Supplies 3. Medical and Non-Medical Furniture 4. Computers and Office Supplies 5. Vehicles.

III. Civil Works: Contractors for new Construction, Demolition and Renovation of health facilities.

Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 revised September 1997 and January1999 and May 2002.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available in Development Business, and in Al Ahram and ELGommhoria National Newspapers. Pre-qualification of suppliers /contractors will be required for some contracts.
