This invitation for prequalification follows the general procurement notice for this project that appeared in UN Development Business No. 610 of July 16, 2003.

The State Union of Serbia and Montenegro has received a credit from the International Development Association (IDA) toward the cost of the Emergency Stabilization of Electricity Supply in the Republic of Montenegro Project, and it intends to apply part of the proceeds of this credit to payments under the contract for
Power Distribution Pilot Projects: Supply and installation of equipment needed for remote metering, automated billing and demand side management in four selected distribution areas in Montenegro (Podgorica, Niksic, Herceg Novi and Bijelo Polje).

The Electric Power Company of Montenegro (EPCG) intends to prequalify firms for supply and installation of remote metering and automated billing system. Meters in this metering system at the consumer level should enable remote reading and disconnection as well as automatic protection against tempering of meters. It is intended to install a total of 3500 meters (at the 0.4kV voltage level) in nineteen transformer areas, together with four control centers, communications interface between control centers and consumers and necessary software.

It is expected that invitations to bid will be made in March/April 2004.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the prequalification documents at the EPCG (address below) from 08:00 to 12:00, Monday through Friday, by December 19, 2003. A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 100€. The method of payment will be cash at the EPCG cashier’s office or direct deposit in favour of the EPCG / PMU account No. 2221011-1-02002230 at the Crnogorska Komercijalna Banka A.D. – Podgorica. The document can either be delivered by hand or sent by registered mail or courier.

Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by December 19, 2003 and be clearly marked “Application to Prequalify for Power Distribution Pilot Projects.”
