II.1.5) Short description of the contract or purchase(s)
The University of Birmingham is seeking to establish a Framework Agreement
to meet the IT Services departments server related requirements. This may
in the future be extended to cover the requirements of other departments
within the University. The term of the framework will be for a period of 4
years.
The framework will cover both Unix/Linux and Windows Servers, associated
peripherals and associated software. It does not cover desktop computers,
high performance computing clusters or storage. The choice for Unix/Linux
and Windows will be handled a two distinct lots, and separate submissions
must be provided for both. There will however be a distinct advantage to a
manufacturer who can supply and demonstrate unified support for both
product lines.
The framework will be with the Hardware Manufacturer. The manufacturer may
nominate a premier reseller to manage the day-to-day relationship. Full
details of both the manufacturer and the resellers qualifications which
demonstrate their ability to fulfil the requirements must be submitted.
The relationship between the manufacturer and the reseller, and the
services each is able to offer, must be clearly demonstrated within your
response.

If you are responding to this PQQ you must be the Manufacturer. As the
manufacturer you must specify whether you intend to be the sole delivery
channel to the University, or if you intend to work either 1. wholly, or
2. partly through a premier reseller.
If a reseller is involved the manufacturer must demonstrate the level of
the relationship between the manufacturer and the reseller.
The manufacturer must demonstrate experience of working within the
European Higher Education HE market where the interaction has been with a
large HE institution of a size and budget similar to or larger than the
University of Birmingham.
The manufacturer must provide details of their product range as they
believe it relates to this tender. This will include, but not be limited
to, server hardware, associated peripherals, and associated software.
Software would, for example, include details of virtualisation products,
clustering, failover and backup.
The manufacturer must specify the management tools available to manage a
large, converged environment.
The University anticipates a major investment in its data centre
facilities over the lifetime of this agreement and therefore requires a
wider solution which integrates with monitoring and control of the data
centre environment. The manufacturer must specify such a management
system.
The manufacturer must be prepared to provide their product roadmap for the
equipment specified over the period of this agreement.
Storage infrastructure is not part of this framework agreement. IT
Services has standardised on HP EVA SAN infrastructure currently EVA 8100
and 8400 and HP Brocade DC04 Director Class Switches and all server
hardware must be able to interface with this storage. Your response should
demonstrate this by reference to the EVA Compatibility matrix which can be
found at http://h20272.www2.hp.com/.
The manufacturer must provide evidence that they are keen to enter into
such a strategic relationship.
The manufacturer must have exclusive access to research laboratory
provision.
The manufacturer must have a proven track record of such relationships
with HE Institutions of a comparable size to the University of Birmingham.
