Individual Consultant's Assignment: ImprovingDelivery of Healthcare Services: Technical Assistance to develop Curriculum & management training

 

This Request forExpressions of Interest follows the General Procurement Notice for this Project that appeared in Development Business No. 691 ofNovember, 30, 2006.
The Republic of Azerbaijan has received a Credit from the International Development Association (IDA) in the amount of US$50million equivalent to finance the Health Sector Reform Project (HSRP), and intends to apply the proceeds to payments for goods,works, related services and consulting services to be procured under this project. This project is also financed by USAID, UNICEFand WHO. Bidding for contracts financed by IDA will be governed by its eligibility rules and procedures.  
The development objective of the Project is to improve overall healthsystem stewardship and financing, and to enhance equitableaccess to,and technical and perceived quality of essential health care servicesin selected districts in a fiscally responsible andsustainable manner with a view to improving health outcomes.
The Individual Consultant will assume the overall oversight and coordination responsibilities towards the achievement of thefollowing general and specific objectives:

General objectives of this technical assistance are to develop and introduce a curriculum on healthcare management for provision of training andadvanced training of healthcare managers in the five pilot regions in future and creating of a sustainable trainingprogram onhealthcare management across the country.

Specific objectives of this assignment are as follows:

1.      To familiarize with and assess the existing structure andnormative-legal base for healthcare management;

2.      To familiarize with the management modules developed by aforeign consultant in the framework of the Component B. (see attached Project background Appendix 1)

3.      To familiarize with the existing curriculum of the Chairfor health managers' training (head physician, deputy head physician, accountant, HR manager, PHC manager) of the Institute ofDoctors' Advanced Training;

4.      To familiarize with the existing curriculum of theAzerbaijan MedicalUniversity;

5.      to develop a trainer selection system (assessmentcriteria) for future involvement in the training process;

6.      To develop a mechanism for involving the trainers infuture training processes;

7.      To develop mechanisms for supervision and management ofthe training process;

8.      To develop (taking into account the financial system andlegislative basis) a modular curriculum on health management, including the analysis of the existing financial sources forsustaining the training course;

9.      To develop a clear method of implementation of themodular curriculumin higher education facilities on the basis of which trainings will be held; 

10.  To develop relevant mechanisms and recommendations for theinstitutionalization of the process, including to recommend applicable legal basis for the sustainable implementation of theprocess;

11.  To provide modern training materials to meet trainingrequirements (textbooks) on healthcare management;

12.  To propose a form of certification of the healthcare managersto be trained on relevant courses;

13.  To meet all the related requests and/or comments by MoH forits adequate satisfaction and approval of the materials to be developed.

If necessary, the consultant will hire on his/her own accounta local sub-consultant,who will provide general support and assistance throughout the assignment (including, if necessary, interpretation services). Inthis case, it will be the Consultant's responsibility to ensure that his/her local assistant is in possession of the requiredknowledge, qualifications and skills. 

TheConsultant shall provide monthly brief progress reports in English.

 

Atthe end of the Assignment, the Consultant will submit a draft Final report in English and Azeri for review and comments of the MoH,PIU,PHRC and Advanced Training Institute to incorporate them in the FinalReport (in two languages) aimed to present all the mainachievements of the Assignment to the project stakeholders and to the MoH. DetailedTOR is available to be sent to interestedconsultants at request. Hiring a local assistant would be discussed at contract negotiations withthe selectedcandidate.

 

 

Atthe assignment's implementation stage agreed with the PIU beforehand, the Consultant will make a workshop to present to the PIU,MOH, and other Project beneficiaries, the key stakeholders, and wider target groups, the documents and programs prepared during theassignment.

 

The Project ImplementationUnit (PIU) within the Ministry of Health now invites eligible individual consultants to indicate their interest in providing theservices. Interested consultants must provide information indicating that they are qualified to perform the services (CV,description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
An individual consultant will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultantsby World Bank Borrowers, May 2004.

Expressions of interest must be delivered to the address below by 17.00 hours on September 21, 2010.
