Republicof Azerbaijan Agricultural Development and CreditProject-II TECHNICAL ASSISTANCE FOR CREDIT UNIONS LEGAL AND REGULATORY REFORM Credit B Number 4208 AZ - The Government of Azerbaijan is implementing a ten year Agricultural Development and Credit Program (ADCP)aimed at improving productivity and incomes in rural Azerbaijan. The ADCP is designed to be adaptable program lending whichrequires the achievement of pre-determined benchmarks for succession into future phases. The first phase of the program (ADCP-I)was closed in 2006. The main objective of the second phase of the ADCP is to further increase rural productivity and incomes byenhancing the access of farmers and small and medium rural enterprises to rural business and agricultural support services,including financial services, and by stimulating market-oriented investments in rural areas.
- The objective of the Financial Services for Small Agribusiness/CreditUnions (CUs) sub-component is toincrease the availability of small rural financial services by strengthening and broadening the credit union outreach and expandrural financial services such as credit for working capital requirements. The project would support: (i) expanding the outreach of CU network; (ii) introducing product innovations and improvements in the network's operating systems and procedures, (v) strengthening the Azerbaijan CU Association andthe Credit ImplementingAgency in refining its corporate strategy in order to ensure its longterm sustainability, and (vi) legal andregulatory reform.
- The project also supports technical assistance for legal andregulatory reform. The objective is to create a legal and regulatory environment for effective supervision of credit unions inorder to progressively and selectively introduce deposit taking services.Therefore an experienced legal consultant is requiredto review credit union governing legislation and provide guidance and assistance forimprovement of the legal-regulatory framework for CUs, including Law on CUs; provide assistance in the revision of current law and other normativeacts on CUs, and fulfil otherrelated services. The legal advisor is required also to review existing legislation todetermine if there are other forms ofnon-bank financial institutionsthat CUs may convert to which may allow for their long term sustainability.
- The State Agency on Agricultural Credits under the Ministry of Agriculture/ Project Management Unit for theADCP-II now invites eligible individual consultants to indicate their interest in providing the services. Interested consultantsmust provide information indicating that they are qualified to perform the services (detailed CV including description of similarassignments, experience in similar conditions, availability of appropriate capacity and skills, etc.).
- The Consultant will be selected in accordance with the procedures setout the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
