REPUBLIC OF AZERBAIJAN PUBLIC INVESTMENT CAPACITY BUILDING PROJECT CREDIT No: 4595 AZ SERVICES ON PROVISION OF On-the-job Training for Effective Operation and Maintenance of HovsanAeration Station Request for Expression of Interest The Republic of Azerbaijan has received financing from the World Bank towardthe cost of the Public Investment Capacity Building Project, and intends to apply partof the proceeds for consultant services. The objective of this training program is to allow a comprehensive transfer ofpractical and theoretical knowledge to the relevant operational staff of Hovsan Aeration Station to ensure independent andsustainable Operation and Maintenance (O&M) of the Station, through on-the-job training by experienced experts at the followingunits of the Station: (i) Mechanical Treatment Unit, (ii) Biological TreatmentUnit, (iii)Water Disinfection Unit and (iv) Sludge Treatment Unit, (v) Laboratory, (vi) Control Measurement Device Automation andCommunications Unit (SCADA), (vii) Electric Equipment Maintenance and Repair Unit. The Government of Azerbaijan has recently completed rehabilitation and extension of HovsanAeration Station (HAS). The Hovsan Station is the largest wastewater treatment station currently serving about half thepopulation of Baku. As a result of the extension the Station capacity hasincreased from 480 to 640 thousand m³ of wastewater to be treated per day. The Station includes the following main components: - Pretreatment: screening, grit tank, grit washing.
- Biological treatment (low load activated sludge: anaerobic tank, oxidation ditch, secondary clarification)
- Final disinfection with chlorine
- Sludge treatment: dynamic thickening, dewatering on belt press
- Supervisory Control and Data Acquisition (SCADA) system
Qualifications requirements: The training provider shall be a reputable consulting or other suitable type of firm or entity with extensive experience and proven capacity and success in O&M of wastewater treatmentplants, as well as in capacity building and training in these areas. The trainers of the firm shall have suitableeducational backgroundand at least 10 years of experience and good track record in O&M of wastewater systems and training. Experience in Azerbaijan will be an advantage. Interested firmsmust provide information indicating that they are qualified to perform the services(brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff,etc.). A consulting firm will be selected in accordance with the Consultants' Qualifications selection methodprocedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (May 2004, revised October 2006).
