1) Kuri-Gongri HE Project, NHPC Ltd. invites Tenders from the eligible Contractors registered in appropriate category in states, Central Govt. Agencies in India or in Royal Govt. of Bhutan (RGoB) for each of the following works:- 2) The Tenderers who download the tender documents from the internet site www.nhpcindia.com would have to pay the cost of tender documents online and submit its receipt. 3) Tender documents consisting of qualification information and eligibility criterion of Tenderers, plans, specifications, drawings, the Bill of quantities of work to be done and the set of terms & conditions of contract to be complied with by the Contractors can be seen in the office of the Senior Manager (Civil), Kuri-Gongri HE Project, Gyelposhing, Bhutan, NHPC Ltd. during office hours of 9.00 hrs to 17.00 hrs (BST) on any work day before tender submission date. Tender documents will be issued from his office during the hours specified above, on payment of cost of tender document (non refundable) by demand draft payable to NHPC Ltd., at Bank of Bhutan Limited, Mongar, Bhutan. 4) The Bidders who wishes to apply for Tender for the subject shall satisfactorily establish to meet the following Qualification Criteria. To qualify for award of the Contract, each bidder should have in the last five years: a) Average annual financial turnover during last (3) three financial years should be at least 30% of the estimated cost. b) Satisfactorily completed as prime Contractor, at least one similar work equal in value to 80% of the estimated cost of work or two works equal in value to 50% of estimated cost of work or three works equal in value to 40% of the estimated cost of works for which the bid is invited, or such higher amount as may be specified in the Tender Document. A) Each bidder must produce: (i) The current income-tax challan, PAN No. and EPF Registration No. or Valid Trade License, Construction Development Board Certificate, Tax clearance Certificate: (ii) A declaration that the information furnished with the bid documents is correct in all respect; and (iii) Such other certificates as defined in the ITB, Failure to produce the certificates shall make the bid non-responsive. B) Each Bidder must demonstrate: (i) availability for construction work, either owned, or on lease or on hire, of the key equipment stated in the Schedule (ii) availability for construction work of technical personnel as stated in the Schedule- (iii) Availability of credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract. C) To qualify for a package of contracts made up of this and other contracts for which bids are invited in the Notice Inviting Tender, the bidder must demonstrate having experiences and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. D) Sub-Contractors’ experience and resources shall not be taken into account in determining the bidder’s compliance with the qualifying criteria. 5) Tender documents are available for downloading at the site www.nhpcindia.com after online payment of requisite cost of tender document. Tender documents requested by mail will be dispatched by registered/ speed post on payment of extra amount of Rs./Nu.500/-. The authority inviting tenders will not be held responsible for the postal delay, if any, in the delivery of documents or non- receipt of the same. 6) Receipt of applications for issue of tender document by post will be stopped from 1600 hrs, seven days before the date fixed for opening of tenders. Sale of tender forms on the counter will be stopped three days before the date fixed for opening of tenders. 7) a) Tender documents must be delivered to the office issuing Tender document, on or before deadline for submission of Bids. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received on the next working day at the same time and venue. b) Technical Bids will be opened immediately after deadline for submission of Bid in the same office. 8) Tenders must be accompanied by the earnest money of the amount specified for the work in the table. 9) The tender for the work shall remain open for acceptance for a period of one hundred twenty days from the date of opening of tenders. If any bidders/ Tenderers withdraws his bid/ tender before the said period or makes any modifications in the terms and conditions of the bid, the said earnest money shall stand forfeited. 10) Employer reserves the right to cancel the tendering process at any time before award of work.
