INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Municipal Government of San Mateo, Rizal through its Bids and Awards Committee (BAC), invites contractors registered with the Philippine Contractors Accreditation Board (PCAB) and with the BAC in the Municipality of San Mateo, to apply for eligibility and if found eligible, to bid for the hereunder listed project, to wit:

Brief Description : Supply of Labor, Equipment and Materials
ABC : Php6,976,068.40

Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value at least 50% of the ABC, and have key personnel and equipment (listed in the eligibility forms) available for prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of the Bids. Only those bidders passing the eligibility check will be entitled to purchase the bidding document.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR-A) of Republic Act 9184), otherwise known as the Government Procurement Reform Act and is restricted unless otherwise stated to organizations with at least sixty percent (60%) interest in outstanding capital stock belonging to citizens of the Philippines. In accordance with IRR-A of R.A. 9184, only bids from bidders who pass an Eligibility Check will be opened. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during the post qualification.

Issuance of Bid Documents : September 3- September 24, 2010, Mayor's Office
Pre-bid Conference : September 10, 2010 - 10:00am (Conference Room)
Receipt and Opening of Bids : September 24, 2010, 10:00am Conference Room

Bid documents will be available only to registered contractors with the Municipality of San Mateo, Rizal and eligible bidders upon presentation of duly signed Notice of Eligibility and payment of non-refundable fee in the amount of PHp2,800,00 to the Office of the Municipal Treasurer.

The Municipality of San Mateo, Rizal reserves the right to accept any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s and resumes no responsibility whatsoever to compensate or indemnify for any expenses incurred in the preparation of their bids.
