1. You are requested to submit a proposal for the above services, as per enclosed terms of
reference (TOR).

2. To enable you to submit a proposal, attached are:

envelopes, should reach the following address no later than 23 September 2010 before

4. Interested NGOs are invited to participate in a Pre-Bid Meeting to be held onMonday 13
September 2010 at 9:00 AM at the following address:
UNDP Cambodia, Building 1
#164, Pasteur Street, Boeung Keng Kang I,
Phnom Penh, Cambodia

5. International NGO is encouraged to have a partnership with local NGO who has relevant
experiences in the form of partnership while preparing the technical proposal.
Firms/NGOs entering into a Joint Venture are required to submit a letter of intent
indicating their intent to form a Joint Venture if awarded the contract, and make clear
which organization/company will take lead in the partnership. A joint venture agreement
will be required at the time of contract signing.

1. General
UNDP Cambodia is seeking a suitably qualified Non-Governmental Organization to
Implement Public Awareness and Outreach for Climate Risk Reduction as per Terms of
Reference (TOR) attached in Annex-III.

2. Cost of proposal
The Offeror shall bear all costs associated with the preparation and submission of the
Proposal, the UNDP will in no case be responsible or liable for those costs, regardless of
the conduct or outcome of the solicitation.
