II.1.5) Short description of the contract or purchase(s)
Expressions of interest are invited from suitably qualified firms capable
of performing the following:
Works shall comprise the design, procurement, supply, construction,
testing, setting to work, performance testing and operation and
maintenance of a complete, fully functioning raw water intake and water
treatment facility including for the dewatering and disposal of waterworks
sludge. Each element of the design-build works shall include all civil and
MEICA works.
The contract will be procured on a design-build and operate (DBO) basis
and will include operation and maintenance of the works for a period of up
to 20 years.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope
Roscommon County Council proposes to undertake a project (“the Project”)
for the construction of a new water treatment works at Grange Lough,
Rattinagh Td., Strokestown in North-East Roscommon.
The Project includes.
1. Surveys, investigations, detailed design, preparation of construction
documents, submission of materials and plant for approval by the
Employer’s Representative;
2. Construction of a new raw water intake works and pumping station at
Grange Lough;
3. Construction of new raw water rising mains pipelines between the intake
works and the new treatment works site;
4. Construction of a new water treatment works at Grange Lough;
5. Construction of a treated water pumping station at the new treatment
works site to pump water to the existing Kiltrustan Reservoir;
6. Provision of a SCADA and telemetry system covering the intake works,
the water treatment works and Kiltrustan Reservoir;
7. Mechanical, electrical, instrumentation, control and automation (MEICA)
works for the new works;
8. Civil engineering and building works for the new works;
9. Commissioning and performing tests on completion on the new works and
remedying any defects therein;
10. Operation and maintenance of the new works for a period of up to 20
years and satisfactory completion of the tests after completion.
The intake works, water treatment works and treated water pumping station
shall have the capacity to supply at least 7.33Ml/d of treated water to
Kiltrustan Main Reservoir over 20 hours (i.e. at least 367m3/h). The
treatment works layout shall be designed so as to facilitate a future
expansion of the works capacity up to 12.5Ml/day.
The treatment works shall be designed to meet the water quality
requirements of the European Communities (Drinking Water) (No.2)
Regulations 2007 (S.I. No. 278 of 2007) which gives effect to Council
Directive 98/83/EC.

The Department of the Environment, Heritage and Local Government will part
fund the project under the Water Services Investment Programme. Payment
details will be made available in the contract documents issued to
applicants selected for invitations to tender.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded
Prior to the award, any grouping of contractors will be required to form a
single legal entity with joint and several liability.

Objective criteria for choosing the limited number of candidates:
Conditions for participation (more fully described in a prequalification
document) based on the legal position, technical, economic and financial
standing of applicants will be used to determine the eligibility of
applicants to tender for the Contract. The eligible applicants will then
be ranked according to their experience in the design, construction,
operation and maintenance of water treatment plants and of wastewater
treatment plants. The five highest ranked applicants will then be invited
to tender for the Contract. The eligibility criteria will be more fully
described in a pre-qualification document issued to all applicants.

IV.3.4. Submissions by email or fax are not acceptable.
Evidence that the Tenderer is operating the Construction Industry
Federation Pension/Sick Pay Scheme and a Tax Clearance Certificate or a
Sub-Contractor's C2 Certificate, within the specified period. In the case
of a non-resident Tenderer, a statement from the Revenue Commissioners in
lieu of a Tax Clearance Certificate will be required as to the suitability
of the Tenderer, on tax grounds, to be awarded the contract. Failure to
produce the required documentation within a reasonable time may disqualify
the Tenderer. The Employer does not bind himself to accept the lowest or
any tender and will not pay any expenses or compensation whatsoever in
connection therewith.
Roscommon County Council is subject to the provision of the Freedom of
Information Act (FOI) 1997. If a Tenderer considers that any of the
information supplied with his tender is either commercially sensitive or
confidential in nature, this should be highlighted and the reasons for its
sensitivity specified. In such cases, the relevant material will, in
response to a request under the Act, be examined in the light of the
exemptions provided for in the Act.
