II.1.4) Short description of the contract or purchase(s)
The Royal Museum Building is undergoing a complete refurbishment of
eighteen gallery areas totalling 6,800 square metres of exhibition space
and is due to open in June 2011.
For the gallery graphics the project will require artworking services of
the following types:
— Basic text panels: 3 260 off - including gallery and section
introductions, labels, captions, object numbers and touch labels,
— Speciality text and image panels: 158 off,
— Special graphics: 401 off - elements with illustrations/ photographs
which require placement or collaging.
A graphic visual system document with templates will be issued with
associated information at tender stage. All text, photos, illustrations
including diagrams are to be completed by the end of June to feed into the
artworking process. Artworking will start at the beginning of July and
feed into production from October 2010. Dates to be confirmed following
the appointment of the fit-out contractor in March 2010.

VI.3.2) Lodging of appeals
Precise information on deadline(s) for lodging appeals: National Museums
Scotland will incorporate a minimum of 10 calendar day standstill period
at the point of information on the award of the contract is communicated
to tenderers. This period allows unsuccessful tenderers to seek further
debriefing from the contracting authority before the contract is entered
into. Applicants have 2 working days from the notification of the award
decision to request additional debriefing and that information has to be
provided in a minimum of 3 working days before the expiry of the
standstill period. If an appeal regarding an award of contract has not
been successfully resolved The Public Contracts (Scotland) Regulations
2006 (SSI 2006 No.1) provide for aggrieved parties who have been harmed or
are at risk of harm by a breach of the rule to take action in the Sheriff
Court of Session. Any such action must be brought promptly (generally
within 3 months). Where a contract has not been entered into the Court may
order the setting aside of the award decision or order the authority to
amend any document and may award damages. If the contract has been entered
into the Court may only award damages.
