This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information.

This is a sole source procurement with the incumbent (Techwise, Inc.) for a four month interim contract to provide a consistent uninterrupted level of service to sustain role player (known as Civilians on the Battlefield (COB)) support of the 120th Infantry Brigade, Fort Hood, Texas. The service consists of providing all management, supervision, personnel, and all other items necessary to provide COB services for assigned Fort Hood Soldiers, other DoD and federal agency personnel in support of Theater Specific Individual Readiness Training (TSIRT), and pre-deployment collective unit training. All contracted services shall conform with approved training guidance at designated training sites at Fort Hood, TX.
