The Federal Highway Administration intends to award a sole source purchase order to Moody's Analytics for three employees to attend a training course called Analyzing Project and Infrastructure Investments. This course will help delegates assess project feasilbility, conduct financial analyses, structure investments using varies sources of funds, and review key provisions of the documentation. They are considered the only source for the memberships. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $10,135.50; the anticipated award date is September 13, 2010.
