The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services and mental health treatment services, within the following geographic area: the facility must be accessible to local public transportation and must be within a ten (10) mile radius of the Residential Reentry Center located at 808 Lea Street, Nashville, Tennessee 37203. Performance periods under this contract will be for a one-year base period estimated to begin on January 1, 2011 with one (1) one-year option period, and one (1) ten-month option period with service ending (if all options period are renewed) on October 31, 2013. The services required for this contract include a Base Year (12 months), Option Period One (12 months) and Option Period Two (10 months).

The requirements for Transitional Drug Abuse Treatment (TDAT) and Mental Health Services for male and female Federal offenders includes:


Base Year- 12 months:
Estimated number of TDAT inmates = 20
Intake Assessment (one per inmate) = 20 assessments
Individual Counseling ( 30 minutes = 1 unit); 12 units (per inmate) = 240 units
Group Counseling (30 minutes = 1 unit); 96 units (per inmate) = 1,920 units

Estimated number of Mental Health inmates = 5
Mental Health Assessment and Report (one per inmate)= 5 units
Individual Mental Health Counseling (30 minutes =1 unit); 20 units (per inmate)= 100 units
Medication Monitoring (2 units per inmate) = 10 units
Psychiatric Evaluation and Report (one per inmate) = 5 units
Group Mental Health Counseling (30 minutes = 1 unit); 48 units (per inmate) = 240 units

Option Period One - 12 months:
Estimated number of TDAT inmates = 20
Intake Assessment (one per inmate) = 20 assessments

Group Counseling (30 minutes = 1 unit); 96 units (per inmate) = 1,920 units

Group Counseling (30 minutes = 1 unit); 96 units (per inmate) = 1,632 units

Estimated number of Mental Health inmates = 4
Mental Health Assessment and Report (one per inmate)= 4 units
Individual Mental Health Counseling (30 minutes =1 unit); 20 units (per inmate)= 80 units
Medication Monitoring (2 units per inmate) = 8 units
Psychiatric Evaluation and Report (one per inmate) = 4 units
Group Mental Health Counseling (30 minutes = 1 unit); 48 units (per inmate) = 192 units

The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated April 2010. The request for quotation will be available on or after September 10, 2010 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about September 30, 2010.

Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
