Expressions of interest

 

The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Banktoward the cost of the Education Excellence and Equity Project, and intends to apply part of the proceeds for consultant services.The services include evaluation of textbooks reform("ALTERTEKST"). Main objective of "ALTERTEKST 2010" programme is to support the implementation of the first phase ofNational Strategy of Pre-university Education 2009-2015. The support will concentrate on improving the quality of publication,printing and distribution of textbooks of the pre-university education system. The services are expected to be completedwithin 25days from contract signature.

 

The Ministry of Education and Science now invites eligible individualconsultants to indicatetheir interest in providing the services. Interested consultants must provide information indicating that they are qualified toperform the services (CVs, brochures, description of similar assignments, experience in similar conditions, etc). The Consultant is expected to have the following qualifications and skills:

 

  • Graduation degree in Teaching or Education Management, MA ispreferred.
  • Good understanding and deep knowledge regarding publishing, printing anddistribution of school textbooks in pre-university education;
  • Experience designing and carrying out surveys, preferably related topublishing, printing and distribution of school textbooks in pre-university education;
  •  Experience in the implementationof textbook selection/distribution strategies;
  •  Proven competence in analyticand research duties.

 

Otherqualifications

  • Strong report writing skills.
  • Good skills in communication when working with professionalstaff.
  • Fluent written and spoken English.
  • Good skills in using computer and information technology of information.

 

The consultant has to submit:

  • A CV in which he shoulddescribe his experiences in the field of reforms regarding school publishing.
  • A copy of an assessment reportof a similar task on text book policies.
  • A list of similar assessmentsand reports conducted by the consultantin the field of text book policies.

 

A consultant will be selected in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May2004 revised October 1, 2006).
