Supply of Fiber Optic Cable for the Ministry of Finance of Georgia

1.         This Invitation for Bids follows the GeneralProcurement Notice for this Project that appeared in UNDB online on March 25, 2006.

2.         Georgia has received a Multi Donors Grant (Grant) from the World Bank (IDA), the Department for International Development(DFID), United Kingdom of Great Britain and Northern Ireland, the Netherlands Ministry for Development Cooperation and SwedishInternational Development Cooperation Agency (SIDA) towards the cost of the Public Sector Financial Management Reform SupportProject and intends to apply part of the Implementation proceedsof this Grant to payments under the agreement(s) resulting from this IFB:  Supply ofFiber Optic Cable for the Ministry of Finance of Georgia, IFB # PSFMRSP/C2/ICB-003.

3.         The Ministry of Finance of Georgia now invites sealed bids from eligible andqualified bidders for supply of 40 km armored fiber optic cable.

4.         Bidding will be conducted through theInternational Competitive Bidding (ICB) proceduresspecified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all bidders from Eligible Source Countries as definedin the Guidelines.

5.         Interested eligible bidders may obtain furtherinformation from the Ministry of Finance of Georgia, attn.: Mr. Irakli Paresishvili, Procurement Specialist, e-mail:procdep@mof.ge and inspectthe Bidding Documents at the address given below from 10:00 to 13:00 and 14:00 to 17:00 Monday to Friday, excluding PublicHolidays.

6.         Qualifications requirements include: (a) The Bidder tohave an annual averageturnover of US$ 150,000 (or equivalent) in thelast three financial years; (b) The minimum amount of liquid assets and/orcredit facilities net of other contractual commitments ofthe Bidder shall be US$ 100,000 (or equivalent); (c) The Bidder to providelist of existing in-country support centers for the goods being proposed; (d) The Bidder should demonstrate that it has completedsupplies of goods offered in the bid under one or more contracts during last 5 years and such goods have been in successful use atleast for past 1 year. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in English maybe purchased by interested bidders onthe submission of a written Application to the address below and uponpayment of a nonrefundable fee of GEL100 or USD55or EURO45.
