This request for expressions of interest follows the General Procurement Notice for this project that appeared on-line in dgMarket on February 26, 2006 and in Development Business on February 27, 2006, as well as published in the Development Business printed version of March 16, 2006 (No. 674) and in the Экономическое Обозрение of March 10, 2006 (No. 9).

The Republic of Moldova has received financing from the International Development Association toward the cost of implementation of the Competitiveness Enhancement Project (CEP), and intends to apply part of the proceeds under the contract for consultancy services on implementation of the management system according to international standard ISO/IEC 17025 in the metrology service of the National Institute for Standardization and Metrology of Moldova. The main objective of the Consultant is to assist the National Institute for Standardization and Metrology of Moldova (NISM) to develop and implement an operational quality management system in the metrology service, in accordance to requirement of the international standard ISO/IEC 17025.

To achieve the assignment’s objectives, the Consultant shall perform the following tasks:
1. Preparation of an analysis of the existing management system in the metrology service from the point of view ISO/IEC 17025 requirements, including existing procedures, processes, resources, responsibilities etc;
2. Identification of gaps and preparation of a plan for quality management system development and implementation according to the international standard ISO/IEC 17025;
3. Training of the NISM personnel (around 60 persons) in the field of ISO/IEC 17025 requirements provided by qualified and experienced trainers;
4. Assistance in designing the quality management system, including identification of processes, identification of responsibility and authority, of resources, development of internal procedures, quality objectives etc.;
5. Assistance in implementation of the system and examination of system performance and efficiency.

This assignment will require a consulting company or a metrology institute with quality management system in place confirmed by self-declaration and recognized by a regional metrology organization or a conformity assessment body accredited/notified, which:
• Has relevant competence in development and implementation of quality management system in metrology institutes according to international standard ISO/IEC 17025;
• Has demonstrated experience in providing similar assignments and/or trainings in relevant subject fields;
• Has experience in the implementation of the donors’ and/or IFI’s sponsored projects;
• Has experience in preparation of analytical reports, training programs and training curricula;
• Has capacity to undertake assessments, data entry and processing, analysis and development of reports.

The Project Implementation Unit of the World Bank Competitiveness Enhancement Project now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, CVs of the key staff to be involved in the assignment, etc.). Consultants may associate to enhance their qualifications in form of joint venture (consortium or association), in which case the members will be jointly and severally liable and all members will sign the contract. This Request for Expression of Interest will lead to the preparation of a Short List of consultants. For evaluation of the expressions of interest for this assignment the following criteria will be applied:
• Relevant competence in development and implementation of quality management system in metrology institutes according to international standard ISO/IEC 17025 (50 points);
• Demonstrated experience in providing similar assignments and/or trainings in relevant subject fields (30 points);
• Experience in the implementation of the donors’ and/or IFI’s sponsored projects (10 points);
• Availability of qualified and experienced key staff for the assignment (10 points).

A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Para. 3.7 “Selection Based on Consultants’ Qualification”.

The assignment will be implemented in the period from October, 2010 till February 28, 2011 and the total level of effort will be around 80 man-days.
