3. Nature of activities, geographical area and project duration

(a) Nature of activities
The overall objective of the Twinning project is to strengthen the copyright and related rights regime in the Republic of Azerbaijan, with the aim of reducing the levels of piracy of goods protected by intellectual property laws.

To enhance the capacity of the Copyright Agency of the Republic of Azerbaijan to influence
a significant reduction in the levels of piracy of products incorporating works the subject of copyright and related rights, including by the provision of a system of application of control marks to IP protected products, and the creation of a facility for legitimate online trade in IP rights using digital rights management technology.

The following five mandatory Results are to be achieved by the end of the project:

1. The institutional capacity of the Copyright Agency of the Republic of Azerbaijan is strengthened so as to permit it to integrate the new activities envisaged by the Twinning Project. The Copyright Agency is also assisted in enhancing the institutional structures of law enforcement bodies and collective management bodies so as to improve the IPR enforcement framework.

2. An integrated plan is prepared for significant upgrading of the technological capacity of the Copyright Agency, including by the development of an electronic platform for online trade in IP protected works. As a relate activity, a system of application of control marks to IP-protected products is developed and ready for implementation by the Copyright Agency.

3. Legal and regulatory framework reviewed for alignment with EU standards, and concrete recommendations made.

4. The professional capacity of the staff of the Copyright Agency, of a group of trainers and of representatives of key selected stakeholder institutions is enhanced to implement upgraded law enforcement measures.

5. Awareness is raised on the new enforcement mechanisms for both professionals in the public and private sector as well as for the public at large through focused and tailor-made information campaigns. A variety of publications is prepared.

(c) Maximum project duration: 18 months (+ 3 months start-up and closure)

5. Eligibility: Who may apply
Only Public Administrations and Mandated bodies as per Twinning Manual of European Union MS may apply through European Union MS's National Contact Points.

APPLICATION FORMALITIES

8. Twinning proposal and details to be provided
Twinning proposals must be submitted to the EU Member States National Contact Points for Twinning following the instructions of the Twinning Manual (revision 2009) which must be strictly observed (including the use of the template).
National Contact Points for Twinning will then select one Twinning proposal and submit it to the Contracting Authority within the deadline for applications.
For each application, one copy is sent by the email of the National Contact Point.

9. Deadline for applications

Deadline for submission of Twinning proposals by the National Contact Points to the Contracting Authority Delegation of the European Union to the Republic of Azerbaijan:

26 October 2010 13:00 (Central European Time)

The deadline for submission of Twinning proposals by the EU Member State Public Administrations to the corresponding National Contact Point, is decided by the latter.
Any application received by the Contracting Authority after this deadline will not be considered.
