INVITATION FOR BID

KINGDOM OF CAMBODIA

SUPPLY AND DELIVERY OF RICE
IFB No: LASED-CKP-10-ICB-G-001

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business No. 789, 30 November 2008.

2. The Royal Government of Cambodia has received joint funding from the International Development Association toward the cost of the Land Allocation for Social and Economic Development (LASED), and it intends to apply part of the proceeds of these funds to payments under the proposed contract for the goods shown in the table below:

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Charles Kendall & Partners (CKP) as Procurement Agents for selected World Bank funded projects in Cambodia. The CKP acting for and on behalf of the Ministry of Interior, now invites sealed bids from eligible and qualified bidders for Supply and Delivery of Rice for three provinces in Kampong Cham, Kampong Thom, and Kratie province.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, Revised May 2005, September 2006, May 2007, and May 2010 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from CKP and inspect the Bidding Documents at the address in point 11 (a) below from 2 September 2010 to 19 October 2010 from 10:00 a.m. to 4:00 p.m. (Cambodia Standard Time).

6. Qualifications requirement is provided in the Section II of these bidding documents. A margin of preference shall be applied for Goods offered in the Bid are domestically manufactured goods

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below. and upon payment of a non refundable fee USD 50.00. The method of payment will be either by cash or transfer to the following account:

For those who request, the bidding document can be sent by courier, if so requested, upon confirmation of payment in above mentioned account of non refundable fee of USD 50.00 and additional courier fee of USD50.00. The Bidders must purchase the bidding document directly from Charles Kendall & Partners (CKP), otherwise the Bid will not be accepted. In the event has difficulty to purchase the bidding document the interested Bidders may contact in writing to:

8. Bids must be delivered to the address below at or before 03.00 p.m. on 20 October 2010. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 03.00 p.m. on 20 October 2010. Interested public/NGO/Civil societies may also attend the bid opening.

9. All bids shall be accompanied by a Bid Security in USD5,400.00 or an equivalent amount in a freely convertible currency:
