SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Main place of performance The majority of work may be undertaken within
the Essex County Boundaries, serving North East Essex PCT, South West
Essex PCT, Mid Essex PCT, South East Essex PCT, West Essex PCT, North
Essex Partnership NHS Foundation Trust (NEPFT), Essex County Council and
Southend Borough and Thurrock Councils and all other Eastern Region based
NHS or Local Authority funded organisations (and their respective
successors and assigns in title) who are bound by the Associated
Commissioning Agreement. Some journeys will also be required to transport
service users to and from areas outside of the County of Essex to access
services.

II.1.3) The notice involves

II.1.5) Short description of the contract or purchase(s)
Non-Emergency NHS Patient Transport activity is typified by the non
urgent, planned transportation of patients, with a medical need for
transport, to and from an NHS health service provider and between NHS
health service providers, as well as social care journeys on behalf of
non-NHS partners. This can and should encompass a wide range of vehicle
types and levels of care consistent with the patients medical needs. There
will be an assessment process in place which will determine the
appropriate vehicle and staff support arrangements.
North East Essex PCT, South West Essex PCT, Mid Essex PCT, South East
Essex PCT, West Essex PCT, North Essex Partnership NHS Foundation Trust
(NEPFT) and South Essex Partnership University NHS Foundation Trust
(SEPT), Essex County Council, Southend Borough and Thurrock Councils and
all other Eastern Region based NHS or Local Authority funded organisations
(and their repective successors and assigns in title) who are bound by the
Associated Commissioning Agreement are seeking to jointly commission
transport services using an "All Essex" total area based approach to
enhance Transport Services for the benefit of Essex residents (service
users and patients) and tax payers. The contracting party will be Essex
County Council but this may change during the life of the Contract to
accommodate restructuring of services within the local government and NHS.
The objectives of this collaborative activity is as follows:
a. Integration of Customer Access Points (Call Centre);
b. Improve Commercial Leverage and Market Development;
c. Improved Gate Keeping and Demand Management;
d. Migrate to "All Essex" Route Planning and Journey Integration;
e. Achieve a step change in Quality Management & Customer Service;
f. Reducing overall costs by 10 % year on year for 3 years.
The Transport Services will mainly include Non Emergency NHS Patient and
Adult Social Care transport journeys across Essex and beyond and it is
expected that service options will be built in to include other journeys
of a specialist nature (eg aspects of Special Needs Home to School
Transport) and also journeys of a corporate nature over time. One aspect
of the Transport Service being procured is the set up of a Call Centre to
co-ordinate and process requests for transport. The Partners have decided
to use a competitive dialogue process to identify a service delivery
partner/s with the capability and capacity to deliver the service and that
has the ambition, innovation and logistical capability (and back office
tools) to transform "end to end" service delivery in accordance with an
agreed roadmap of change. The road map (to be developed and agreed during
the dialogue phase) will need to deliver the Commissioning outcomes that
have been set out by the Partners to improve the quality of services and
reduce costs year on year.
The Contract will be awarded initially on a 3 year term with the option to
extend yearly up to a maximum of 7 years in total. The final duration will
be determined after the dialogue stage when all factors have been
considered.

The appointed supplier/s will be required to supply Non-emergency NHS
patient and Adult Social Care Transport to all departments of Essex County
Council and PCT's. However it is anticipated that, as a result of national
changes to the structure of the NHS, the PCT's will cease to operate in
their current structure during the period of the contract, and it's
responsibilities for non emergency transport provision will transfer to a
successor body, all entities in which the Authority has an ownership or
membership interest and potentially to other local government bodies
(namely - Basildon District, Braintree District, Brentwood Borough, Castle
Point Borough, Chelmsford Borough, Colchester Borough, Epping Forest
District, Harlow District, Maldon District, Rochford, Tendering District,
Uttlesford District, Southend-on-Sea Borough Council and Thurrock
Councils) and other public sector organisations and bodies in Essex
(including Schools and NHS organisations or Trusts and successor
organisations), who may at a later date adopt the terms and conditions of
this arrangement.
