ELECTRICITY DISTRIBUTION REHABILITATION PROJECT

SUPPLY AND INSTALLATION OF FACILITIES FOR THE ELECTRICITY DISTRIBUTION NETWORK EXTENSIONS IN VARIOUS PROVINCES, PHASE 2, GROUP 3.

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 674 of 16.March.2006 .

2. TURKISH ELECTRICITY DISTRIBUTION CORPORATION (TEDAŞ) has received a loan from the International Bank for Reconstruction and Development toward the cost of TURKEY ELECTRICITY DISTRIBUTION NETWORK REHABILITATION PROJECT, and it intends to apply part of the proceeds of this loan to payments under the contract for ELECTRICITY DISTRIBUTION NETWORK REHABILITATION PROJECT PHASE:2, GROUP:3 CONTRACTS.

3. The TEDAŞ now invites sealed bids from eligible bidders for supply and installation of facilities described in the bidding documents. The Phase 2, Group 3 includes 6 Contracts in different provinces.

Bidders may bid for any package in Group 3 that they consider themselves fit.
Contracts shall be awarded based on combination of bids that is determined the lowest evaluated cost to the employer comprising of bidders that meet the aggregated qualification for one or more packages.

4. Bidding will be conducted through the International Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.
Name of Site Locations, delivery durations and post qualification criteria of each package within the group are given in the bidding documents and available in the web site www.tedas.gov.tr.

5. Interested eligible bidders may obtain further information and inspect the bidding documents at the address 1 given below from 9.00 -12.00 (local time).

6. A complete set of bidding documents in English and Turkish may be purchased by interested bidders on the submission of a written application to the address 1 below and upon payment of a nonrefundable fee 1.500 TRL or in 750 €. The method of payment will be either by direct deposit to TEDAŞ’s account number: TL: 00158007294393365, EURO : 00158048011114195 at Türkiye Vakıflar Bankası (VakıfBank) TEK branch OR by cash directly to TEDAŞ’s pay-office. The document will be given directly by hand or sent by special courier or airmail post if required.

7. Bids must be delivered to the address 2 below at or before 14.00 (local time) ; 04.November.2010 All bids must be accompanied by bid securities of amounts specified in the bidding documents and available in the web site www.tedas.gov.tr or equivalent amounts in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address 3 below at 14.00 (local time); 04 November 2010.
