SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Service tender for the provision of training services (including all
ancillary logistics and services) to public officials in the application
of better regulation procedures, and the Standard Cost Model.

II.1.5) Short description of the contract or purchase(s)
Government is committed to better regulation in line with its national and
European Union (National Reform Programme) obligations, that is, to ensure
that the regulatory environment in which businesses operate is devoid of
unnecessary administrative burdens and thus supports businesses’
competitiveness and their ability to grow and create jobs. Indeed, the
Government of Malta has committed itself with the EU to reduce
administrative burdens on businesses by 15 % by 2012 in 9 identified
priority areas, with the measurement to be carried out using the Standard
Cost Model (SCM) methodology.
The specific objectives of this contract which are to be strictly realised
by the 31.12.2012 are to:
— train a total of 388 public officials in the proficient application of
the BR principles and the Procedures Manual, and the SCM,
—— to engage a subject matter expert in the SCM to:
(a) develop an appropriate SCM Training Programme and subsequently deliver
such training to 100 public officials in line Ministries; and
(b) provide off-site support on the SCM methodology and the wider area of
administrative burden reduction;
—— to engage 2 contracted trainers to develop an appropriate SCM and BR
Procedures Manual Training Programme and subsequently cascade such
training within line Ministries. These contractors will reach out to 270
public officials in line Ministries,
—— to develop and deliver specialised training in the SCM to the BRU, the
2 contracted trainers mentioned above, and other identified public
officials. This specialised training shall be given to a maximum of 18
persons and will be delivered by the afore-mentioned Subject Matter
Expert.
— to provide off-site support in the SCM methodology and the wider area of
administrative burden reduction, and
— to provide the necessary training venue and all the associated logistics
and services necessary for the successful performance of this contract.
With the skills, tools and techniques acquired through this project, the
Maltese Public Administration would be in a better position to plan
sectoral BR programmes and initiatives and reduce administrative burdens
on businesses and citizens. This project should also help develop a public
administration that is conversant with the need for the regulatory regime
to be simplified and bettered thereby imposing the least possible
administrative burdens on business and citizens/other stakeholder groups.
