This acquisition is for Civilian Employment Assistance Program Services. The acquisition is a 100% Small Business Set-Aside Concerns only. The NAICS code is 624190, size standard $7 million dollars. A firm fixed-price type contract is contemplated. Award will be a single award all or none basis. Solicitation N68836-10-R-0041 will be uploaded under separate cover. The Services is for a Base Year of 11 months commencing 1Nov10, with four (4) one-year options. This is a best value procurement and Lowest Priced Technicall Acceptable is the basis of award. Refer to FAR Provisions 52.212-2, Instructions to Offerors, and 52.212-1, Basis of Award in the solicitation. All communication regarding this acquisition must be submitted in writing to: karen.donald@navy.mil. Refer to FAR Clause 52.212-1 regarding "Late Submission of Offers". The procurement is being processed under the authority of test program for commercial itesm, Section 4202 of the Clinger-Cohen Act of 1996, FAR 13.5. A brief description of the Statement of Work for the Objective: CNRSE requires a CEAP program that focuses on the following: 1)Providing Human Resources (HR) assistance to federal civilian employees whose alcohol abuse, drug dependence, medical, emotional, financial, or interpersonal problems adversely impact job performance. 2)Providing counseling and referral services to employees who have tested positive for drugs, are on last chance agreements, are facing removal for misconduct or unacceptable performance, are having interpersonal conflicts, are dealing with stress, or dealing with attendance issues; and 3) Responding to HR crisis situations that have a negative impact on operational readiness in both industrial and office environments. This includes issues such as violence in the workplace, suicide attempts or threats of suicide, death of a co-worker or family member, and loss of jobs through reduction-in-force or Base Realignment and Closure (BRAC).
