Expressions of interest

 

The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Banktoward the cost of the Education Excellence and Equity Project, and intends to apply part of the proceeds for consultant services.The services include structuring of inspection data and reporting at school and nationallevel. The consultancy has two overall objectives: 

(i)                 propose new professional practices and standards for National Inspectorate Pre- university Education (NIPE)inspectors in Albania; and

(ii)              propose a professional development career plan for NIPE school inspectors consistent with the newinspection standards. 

The services are expected to be completed within 20 (twenty) working days, from the signature ofthe contract.

 

The Ministry of Education and Science now invites eligible individualconsultants to indicatetheir interest in providing the services. Interested consultants must provide information indicating that they are qualified toperform the services (cover letter, CV, brochures, description of similar assignments, experience in similar conditions,etc.). 

The consultants should have these qualifications:

  • University degree in the area ofeducation, preferentially PH.D in education field.
  • At least ten years of education workingexperience out of which 5 should be in the area of education inspection.
  • Deep knowledge and understanding of theinternational trends and reforms in the area of inspection;
  • Assessment experience on the inspectionreforms, preferentially, eastand southeast Europe, including experience training inspectors;
  • Skills on analytical and researchwork;
  • Excellent communicating skills at workand with qualified staff;
  • Very good command of the Englishlanguage, speaking and writing.

 

A consultant will be selected in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants by World BankBorrowers (May 2004, revised October 1,2006).
