ADDITIONAL FINANCING FOR POWER DEVELOPMENT PROJECT

Credit No. 4637-NP / Gr. No. H506-NP

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 616 of October 16, 2003, and the updated general procurement notice that appeared in UNDB online of May 22, 2009.
2. The Government of Nepal has received a credit and a grant from the International Development Association toward the cost of Part-C: Transmission and Distribution Component, Power Development Project, and it intends to apply that part of the proceeds of this Credit to payments under the contract for
Lot 1: Supply and Delivery of Distribution Transformers, Contract No: ICB-KVDSR04/2009-1
Lot 2: Supply and Delivery of Switch, Cutout and Surge Arrester, Contract No: ICB-KVDSR04/2009-2
Lot 3: Supply and Delivery of Distribution Panel Boards, Contract No: ICB-KVDSR04/2009-3

3. The Nepal Electricity Authority (NEA) now invites sealed bids from eligible bidders for the supply and delivery of 11/04 kV distribution transformers, and distribution system protection equipment which includes LV panelboard, surge arresters, distribution cutouts and switches for 11 kV application, in accordance with the specifications provided in the bid documents. Further details are available at www.nea.org.np.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Eligible bidders may bid for one or more Lots. Evaluation will be done for each Lot, or for the combination of Lots, in case of the Bidders bidding for more than one Lots. The Bidder may offer price reduction (cross discount) for award of more than one contracts (Lots). The contract will be awarded to the lowest cost combination of the Bids (Lots) to the Employer.

6. Interested eligible bidders may obtain further information from Project Office on working days and inspect the bidding documents at the address given below from 10:00 to 16:00 hours.

7. Qualifications requirements include: the Bidder, among others, must have design, manufacture and supply experience of goods it offers, and must have sufficient financial capability. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.
8. A complete set of bidding documents in English may be purchased by interested bidders from September 7, 2010 onwards, on the submission of a written application to the address below and upon payment of a nonrefundable fees of NRs 25,000 (Nepalese Rupees Twenty Five Thousands Only) deposited in the Project account No 00101010068633 at Nepal Investment Bank, Durbar Marg, Kathmandu or in the form of draft drawn in favor of the Project. The document will be handed over to the representative of the Bidder upon production of the evidence of payment of the fee. If requested, and on payment of an additional fee of NRs 5000 (Nepalese Rupees five thousand) towards postal charges, the documents can be sent by courier. However, NEA shall not be responsible for delayed or non delivery of the documents so sent.

9. Bids must be delivered to the address below at or before 1200 hours, local time on October 21, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 1300 hours on the last date of Bid delivery. All bids must be accompanied by a Bid Security of USD 109,800 for Lot 1, USD 27,550 for Lot 2, and USD 21,800 for Lot 3 or an equivalent amount in a freely convertible currency. Local bidders may however submit the bid security in Nepalese Rupees.

11. If the given date happens to be an official holiday, the next working day shall be considered as the date for bid submission and opening.

12. NEA reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or bidders
