TWINNING CALL FOR PROPOSALS

Title of Twinning project: “Strengthening the Initial Vocational Education in the
Field of Agriculture in the Republic of Azerbaijan"
Title of Programme/Financing source: ENPI – Annual Action Programme for
Azerbaijan 2008

3. Nature of activities, geographical area and project duration
(a) Short description of planned activities
The overall objective of the Twinning is to support the reform of the Vocational
Education in the Republic of Azerbaijan in the field of Agriculture in order to increase
the employability of VET graduates and to contribute to the enhancement of the
country’s competitiveness in the non-oil sectors.
The following four mandatory Results are to be achieved by the end of the project:
1. A mid-term policy and an action plan for a competency-based VET system in the
field of agriculture is established.
2. A sample of occupational standards and curricula related with the agricultural
economic sector is developed.
3. A pilot implementation of formal and non-formal trainings is realised in one or
several agricultural VET secondary school(s) and a strategy developed at a
school level for ensuring a sustainable implementation.
4. Curricula developers, school managers and teachers are trained in order to
support the Twinning project development and disseminate its outcomes.
(b) Geographical area: Azerbaijan
Beneficiary institution: Ministry of Education of the Republic of Azerbaijan
(c) Maximum project duration: 21 months. This duration is supplemented by the
standard 3 months period foreseen for start and
closure of the project.

EUR 1,200,000

ELIGIBILITY CRITERIA

5. Eligibility: Who may apply
Only Public Administrations and Mandated bodies as per Twinning Manual of European
Union MS may apply through European Union MSs’ National Contact Points.
See section “Eligibility of potential Twinning partners” of the Twinning Manual.

7. Award criteria
Selection and award criteria are mentioned in the Evaluation Grid included in the
Reference Manual on Twinning Projects: See Annexes C6 & C8 on administrative

APPLICATION FORMALITIES

8. Twinning proposal and details to be provided
Twinning proposals must be submitted to the EU Member States National Contact
Points for Twinning following the instructions of the Twinning Manual (update 2009)
which must be strictly observed (including the use of the template).
National Contact Points for Twinning will then select one Twinning proposal and submit
it to the Contracting Authority within the deadline for applications.
For each application, one copy is sent by the email of the National Contact Point.

9. Deadline for applications
Deadline for submission of Twinning proposals by the National Contact Points to the
Contracting Authority Delegation of the European Union to the Republic of Azerbaijan:
22 October 2010 at 13:00 (Central European Time/Brussels).
The deadline for submission of Twinning proposals by the EU Member State Public
Administrations to the corresponding National Contact Point, is decided by the latter.
Any application received by the Contracting Authority after this deadline will not be
considered.

10. Detailed information
Detailed information on this Call for Proposals is contained in the Twinning Manual and
the specific project fiches, which are available at the European Union Member States
National Contact Points for Twinning.
The dates envisaged for the evaluation committee meetings are: 29 November - 03
December 2010 (to be finalised on upon receipt of technical proposals). Location: Baku,
