1.         This Invitation for Bids (IFB)follows the General Procurement Notice (GPN) for this Pproject that appeared in UN Development Business of 18 February, 2010.

2.         The Republic of Armenia hasreceived a credit from the InternationalDevelopment Association (IDA) toward the cost of Second Education Quality and RelevanceProject (APL 2), and it intends to apply part of the proceeds of this credit to payments under the contract ICB 1/2010 Extendingof  School Computer Network, Supply and Installation of Equipment for Network.

3.         The Center for EducationProjects (CEP) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for "Extendingof  School Computer Network, Supply and Installation of Equipment for Network", includingsupply and installation of relevant equipment for creation of the school internal network, as well as maintenance of the creatednetwork during the first 3 months.

4.         Bidding will be conducted usingthe International Competitive Bidding (ICB) procedures specified in the World Bank's "Guidelines: Procurement under IBRD Loans andIDA Credits" current edition (May 2004, revised October 2006, revised May 2010) and is open to all Bidders from eligible sourcecountries as defined in the Guidelines that meet the following minimum qualification criteria:

During past three (3) years the Bidder must have created at least 30 access points, made atleast 200 client connections, successfully completed at least one (1) contract for supply of similar equipment for USD 400 000. Thekey staff proposed for enrolment in this assignment must have completed at least 2 similar contracts.

The Bidder must demonstrate soundness of its financial position and ownership offinancial resources necessary to handle the requirements of the proposed Contract. Specifically, it should prove through submissionof financial reports/statements for the last two fiscal years (2008, 2009) verified by tax inspectorate (for local bidders) andaccompanied by independent audit opinions that: (i) Its average annual revenuefor the last two years should be equivalent to atleast USD 500 000, (ii) its average Total Assets-to-Total Liabilities  (net of equity) ratiofor the last two years  should be greeter than 1, (iii) its average liquidity ratio (cashand equivalents divided by current liabilities) for the last two years should be at least one point five (1.5).

The qualifications of possible Subcontractors can count for the provision of thesupply of equipment for creation of the Network. In this case subcontractor must be in business of supply and installation ofcomputer networks for the last 3 years, and during that period have completed at least one (1) successful contract for similarsupply and installation works for total amount of its portion in the Bid.

5.        Interested eligible Bidders may obtain further information from Center for Education Projects and inspect the bidding documents atthe address given below from 11:00 to 13:00 and from 14:00 to 17:00 Monday-Friday except for national holidays.

6.         A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application tothe address below and upon payment of a nonrefundable feeequivalent to 40000 Armenian Dram-AMD.  The method of payment will be bank transfer for all bidders. The transfer shall be made to the followingaccount:

7.         Bids must be delivered to the address below at or before 16:00 (localtime) November 1 st, 2010. All bids must be accompaniedby a bid security of not less USD 35000 or an equivalent amount in a freely convertible currency.  Late bids will be rejected.  Bids will be opened in the presence of theBidders' representatives who choose to attend at the address below

8.         The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in theirbids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are consideredfraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financedprocurement.
