PROCURMENT OF MEDICAL EQUIPMENT AND SUPPLIES

IFB No: HSSP2-CKP-10-ICB-G-007

((RORA KONG AND KHSACH KANDAL REFERRAL HOSPITAL)

1.               ThisInvitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, Issue No.731posted on 2nd July 2008.

2.               The Royal Government of Cambodia has received joint funding fromtheInternational Development Association along with other multilateral and bilateral donors including  from  UNFA, UNICEF,DFID-UK and AusAID (jointly referredto as "Pooled Fund") toward the cost of the Second Health Sector Support Program (HSSP2), and it intendsto apply partof the proceeds of these funds to payments under the proposed contract for the goodsshown in the table below:

Bidders can bid for one or more lots. Bids will be evaluated lot bylot. Bidders must quote for the entire quantity of each item and at least eighty percent (80%) of the number of items in the lot tobe treated as substantially responsive.

Bid evaluation of such bids will be carried out as per the following procedures:

The average price of an item quoted by substantially responsive bidders will beadded to the bid price of those who did not quote for that item and the equivalent total cost ofthe bid so determined will be usedfor bid comparison, evaluation, and award.

 

3.               TheRoyal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Charles Kendall & Partners (CKP)as Procurement Agents for selected World Bank funded projects in Cambodia. The CKP acting for and on behalf of the Ministry of Health (MoH), now invites sealed bids from eligible and qualified bidders forSupply, Delivery and Installation of Medical Equipments and Supplies for 2 Referral Hospitals.

4.                         Bidding will be conductedthrough the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and revised October 2006, and is open to all biddersfrom Eligible Source Countries as defined in the Bidding Documents.

5.                         Interested eligible bidders mayobtain further information from CKP andinspect the Bidding Documents at the address in point 11 (a) below from 31 August  2010 to 14 October 2010 from 10:00 a.m. to 4:00 p.m. (Cambodia Standard Time).

6.                         Qualifications requirement isprovided in the Section II of these bidding documents. A marginof preference shall be applied for Goods offered in the Bid are domestically manufactured goods.

7.                         A complete set of BiddingDocuments in English may be purchased by interested bidders on the submission of a written application to the address below.and upon payment of a non refundable fee of USD 50.00.  The method ofpayment will be either by cash or transfer to thefollowing account:

For those who request, the bidding document can be sent by courier, if so requested, uponconfirmation of payment in above mentioned account of non refundable fee of USD50.00and additional courier fee of USD50.00. The Bidders must purchase the biddingdocument directly from Charles Kendall & Partners (CKP), otherwise the Bid will not be accepted. 8.                                     Bids must be delivered to the address below at orbefore 3.00 pm. on 15 October 2010. Electronic biddingshall not be permitted. Late bids will be rejected

9.               Bidswill be publicly opened in the presence of the bidders' representatives, who choose to attend in person at the address below at 3.00 pm. on 15 October 2010. Interested public/NGO/Civil societies may also attend the bidopening.

10.                       All bids shall be accompanied by Bid Securing Declaration asspecified in the Instructions toBidder.
