1.   The Government of the People's Republic of Bangladesh has received aloan from the Asian Development Bank (ADB) toward the cost of DhakaWater Supply Sector Development Project. Part of this loan will be usedfor payments under the contract named above. This contract will bejointly financed by ADB and the Government of Bangladesh (GoB). Biddingis open to bidders having requisite experience in water supply pipelinedesign and installation from eligible source countries of the ADB.

2.   The Dhaka Water Supply and Sewerage Authority (DWASA) represented bythe Project Director, Dhaka Water Supply Sector Development Project(DWSSDP), (Employer) invites sealed Bids from eligible bidders havingrequisite experience in water supply pipeline design, trenchlesstechnology and installation for the construction of "Rehabilitation ofDistribution Networks, Contract No. ICB-02.4 " (Facilities). Thecompletion period is 972 days. International competitive bidding willbe conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure.

3.    To obtain further information and inspect the bidding documents, bidders should contact:

4.     To purchase the bidding documents in English, eligible bidders should:

  1. Visitthe office of Dhaka Water Supply Sector Development Project (DWSSDP) atthe address above and pay a non-refundable fee of BDT 10,000 or US$150;
    or
  2. Contact the office of DWSSDP at the address above and requestfor delivery by courier. The DWSSDP will advise on the additional feesto cover courier services. The method of payment will be by DemandDraft or Pay Order in favor of 'the Executing Agency (DWASA), DhakaWater Supply Sector Development Project.' Upon receipt of payment, thedocument will be sent by courier to the Bidders or theirrepresentatives. No liability will be accepted for loss or latedelivery.

5.    The Employer will arrange for a pre-bid meetingto be held over a two day period from 6-7 October 2010. Attendance atthe pre-bid meeting is greatly encouraged for the bidders and theirspecialist subcontractors for the trenchless technology work. Ifrequested, the Employer will issue a letter of invitation to support avisa application on behalf of the bidder up to one week before thepre-bid meeting date. To assist in the planning for the meeting, it isrequested that the bidders, within seven days after purchasing thedocument, advise the undersigned on the number of people that will beattending.

6.    Bids must be delivered to the address below, at or before 2:00 p.m. on 11 November 2010.All Bids must be accompanied by a Bid Security of BDT 40,000,000 or anequivalent amount in US$, or an equivalent amount in other freelyconvertible currency. The source of exchange rate shall be Sonali BankLtd, Dhaka, Bangladesh. The date for the exchange rate shall be 28 daysprior to the submission of the Bids. The selling rate will be used.

7.   Bids will be opened at 2:30 p.m. on 11 November 2010 in the presence ofbidders' representatives who choose to attend.

8.   When comparing Bids, ADB's Domestic Preference Scheme will be appliedin accordance with the provisions stipulated in the Bidding Document.
