1.   The Republic of Uzbekistan has received a loan from the AsianDevelopment Bank (ADB) towards the cost of the Land ImprovementProject. Part of this loan will be used for payments under the contractnamed above. International competitive bidding will be conducted inaccordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of the ADB.

2.   The Ministry of Agriculture and Water Resources of the Republic ofUzbekistan, represented by the Rural Restructuring Agency ("theEmployer"), invites sealed Bids from eligible Bidders for theRehabilitation Central Primary and Inter-farm Collector Drains,Navbakhor and Khatyrchi Districts, Navoi Province ("the Works"). Theworks primarily comprise (i) Cleaning and sediment removal fromexisting surface drainage channels, and (ii) Construction &Rehabilitation of drainage structures. The rehabilitation does includemainly bulk earthwork at a quantity around 800,000 m³, including short distance hauling of up to about 91,000 m³ spoil material, and besides concrete works at a quantity around 150 m³.

3.    Only eligible bidders with the following key qualifications should participate in this bidding:

• The Biddermust demonstrate access to, or availability of, financial resourcessuch as liquid assets, unencumbered real assets, lines of credit, andother financial means, other than any contractual advance payments, tomeet the financial requirements of the contract in the amount of hisbid.
• The Bidder must have a minimum average annual constructionturnover of US$ 1.0 million calculated as total certified paymentsreceived for contracts in progress or completed, within the last 5years.
• Participation as contractor, management contractor, orsubcontractor in at least 3 similar contracts within the last 5 years,each with a value of at least US$ 0.82 million.
• The Bidder shall have a minimum construction experience inthe following key activities: (a) completion of bulk earthworksproduction of at least 59,000 m³ per month; (b) hauling of earth material of at least 9,100 m³ per month; (c) completion of concrete works production of at least 20 m³ per month.

6.   Bids must be delivered:
