The Statement of Objectives (SOO) requires a detailed technical proposal covering the contractor's proposed approach, their past performance on similar efforts, and their overall price. Questions concerning this acquisition must be submitted in writing to the Contracting Officer listed in this announcement by 2:00pm Eastern Time, September 2, 2010.
