1.    The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Land Improvement Project. Part of this loan will be used for payments under the contract named above. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of the ADB.

2.    The Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, represented by the Rural Restructuring Agency ("the Employer"), invites sealed Bids from eligible Bidders for the Rehabilitation D-2 Primary and Inter-farm Collector Drains, Guzar and Kamashi Districts, Kashkadarya Province ("the Works"). The works primarily comprise (i) Cleaning and sediment removal from existing surface drainage channels, and (ii) Construction & Rehabilitation of drainage structures. The rehabilitation does include mainly bulk earthwork at a quantity around 2.6 million m3, including short distance hauling of up to about 66,000 m3 spoil material, and besides concrete works at a quantity around 3,000 m3.

3.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, to meet the financial requirements of the contract in the amount of his bid. The Bidder must have a minimum average annual construction turnover of US$ 4.3 million calculated as total certified payments received for contracts in progress or completed, within the last 5 years. Participation as contractor, management contractor, or subcontractor in at least 3 similar contracts within the last 5 years, each with a value of at least US$ 3.5 million.
  • The Bidder shall have a minimum construction experience in the following key activities: (a) completion of bulk earthworks production of at least 116,000 m3 per month; (b) hauling of earth material of 3.600 m3 per month and (c) completion of concrete works production of at least 200 m3 per month.

5.    To purchase the bidding documents, eligible bidders should:

  • Write to the address above requesting the bidding documents for the Contract:

6.    Bids must be delivered:

  • to the address above

    on or before the deadline: 12 October 2010, 11:00 a.m. (Tashkent time)

  • together with a Bid Security in the amount of USD 85,000 or an equivalent amount in a freely convertible currency.
    Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
