This invitation for bids follows the general procurement notice for this Project that appeared in adb.org on 9 July 2009. 2. The Government of Georgia has received a loan from the Asian Development Bank (ADB) towards the cost of construction of the Adjara Bypass Road around Kobuleti and Batumi towns. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB. 3. The Roads Department of the Ministry of Regional Development and Infrastructure (hereinafter referred to as the "Employer") invites sealed bids under an International Competitive Bidding (ICB) process from eligible bidders who can demonstrate that they satisfy defined qualification criteria for the construction and completion of the Construction of Kobuleti bypass road section km0+000-km12+400 and widening of existing 2-lane road to 4-lane road from Chakvi-Makhinjauri section km30+000-km33+000. This civil works contract includes the construction of 2-lane motorway (km 0- km 12.4) and Widening of the existing 2 lanes up to the 4-lane (km 30-km 33), 11 bridges(including 5 bridge crossings, 1 overpass crossing the railway, 5 viaducts accross dry ravines), ("the Works"). 4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries. 5. Interested eligible bidders may obtain additional information from the Employer and inspect the bidding document at the address given below from 09:00 to 17:00 hours. 6. The bidding document, in English, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee GEL 200. The document will be sent by airmail for international delivery, and surface mail for local delivery. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below. 8. The Employer will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids. 9. To compare the bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in the instructions to bidders.
