The United States Coast Guard, Shore Infrastructure Logistics Center, PCB-4 is seeking a qualified source to provide the following training courses for USCG, Training Team East:

• Tactical Combat Casualty Care (TCCC) Training Course (without Live Tissue Training)
Period of Performance: 04 October 2010 - 06 October 2010
Place of Performance for TCCC Training: Moyock, NC (provided by the government)
Number of students: 60*

• Tactical Combat Casualty Care (TCCC) Training Course with Live Tissue Training (LTT)
Period of Performance: 04 October 2010 - 07 October 2010
Place of Performance for TCCC Training: Moyock, NC (provided by the government)
Place of Performance for LTT: Off-site location provided by the contractor.
Number of students: 20*

*The three days of TCCC training for both courses listed above will run concurrent on the same days, times and location. Therefore the contractors will have to teach TCCC training to a total of 80 personnel, but LTT will only be taught to 20 of those personnel.*

The Government anticipates posting the solicitation package on the FedBizOpps website, on or about August 27, 2010 with a tentative closing date of September 9, 2010. The solicitation package will not be available until it is posted on FedBizOpps. It is the responsibility of potential offerors to check the FedBizOpps website for the solicitation package and any solicitation amendments.

The applicable NAICS code is 611699 and the applicable size standard is $7.0M. The government anticipates award of a Purchase Order with a firm-fixed price for training and Not-To-Exceed (NTE) cost reimbursement for travel (in accordance with Joint Travel Regulations).

Interested parties will be required to submit the following after the solicitation has been posted on FedBizOpps (please read entire solicitation when it becomes available for all requirements):
• Completed SF-1449 and Schedule of Supplies/Services.
• Copy of USDA Approval Certification (Class R Research Facility)
• Copy of CECBEMS Accreditation.
• Copy of written approval from USSOCOM to provide TCCC training and LTT.
• A Four Day Course Outline in accordance with the Statement of Work.
• Completed Past Performance Information Form.
• Completed FAR Provisions 52.212-3 (Offeror Representations and Certifications-Commercial Items). The offeror may also complete FAR 52.212-3 online at https://orca.bpn.gov/login.aspx.

Interested parties must be registered in the Central Contractor Registration (CCR) database and must have an active and complete registration status prior to receipt of their Quote. Lack of active and complete registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration via the Internet at www.ccr.gov or by calling (866) 606-8220.
