1. Government of Nepal (GoN) has applied for a credit/grant from the International Development Association and it intends to apply part of the proceeds of this credit/grant to payments under the contract for Supply, Construction and Installation of Damak – Kabeli 132 kV Transmission Line, Tender No. ICB-KC 67-1.

2. Nepal Electricity Authority (NEA) now invites sealed bids from eligible bidders for (a) design, manufacturing, supply, construction, installation, testing and commissioning of the 132 kV Damak – Kabeli Transmission Line, and (b) replacement of EHS ground wire by OPGW from Anarmani to Duhabi. The construction period is 30 months. Detailed description is given in the bidding documents.

The bidder must be a contractor with experience in Construction and Installation of high voltage transmission line or a manufacturer of transmission line material.

Detailed qualification criteria of the bidder and manufacturers are more elaborately described in the bidding documents.

3. Bidding will be conducted through the international competitive bidding procedures in accordance to the Bank’s Single Stage Bidding Procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.

4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below during business hours. Complete bidding documents are also posted on the NEA website www.nea.org.np.

5. A complete set of bidding documents in English may be purchased by interested bidders from Aug 20, 2010 on wards, on the submission of a written application to the address below and upon payment of a nonrefundable fee of NRs.25,000.00 (In words, Nepalese Rupees Twenty Five Thousand only) deposited in the NEA's current Account No. 010101 7500 971 at Nabil Bank Ltd., Kantipath, Kathmandu or in the form of draft drawn in favor of the Project. The document will be handed over to the representative of the bidder upon production of the evidence of payment of the fee.

If requested, documents may be requested by mail on payment of an additional mailing charge of US$60 in the form of a Bank Draft.. NEA will send the document to the address requested by them by courier - however it will not be responsible for delayed or non delivery of the documents so sent.

6. Bids must be delivered to the address below at or before 12:00 hrs local time on Oct. 11, 2010. Late bids will be rejected.

All bids must be accompanied by a bid security of minimum US$ 300,000.00 or Nepalese Rupees 22,000,000.00 or an equivalent amount in freely convertible currency.

Bids will be opened in the presence of the bidder or bidders’ representatives who choose to attend at the address below at 13:00 hrs local time on Oct. 11, 2010.

If the given date happens to be an official holiday, the next working day shall be considered as the date for bid submission and opening.

7. A pre-bid conference will be held at the Kabeli Corridor 132 kV Transmission Line Project office at Kathmandu, Nepal on Sept. 20, 2010 to clarify to the bidders the exact scope of the work, the basic data available and other issues in accordance with relevant clause of the bidding documents. Further the Bidders are advised to visit the line route to acquaint themselves with terrain conditions and associated details of the proposed transmission lines before the pre-bid conference.

8. The bidder shall bear all costs associated with the preparation and submission of its bid, and NEA will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

9. NEA reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected bidder(s) of the grounds for NEA’s action.
