Specific Procurement Notice

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared on July 25, 2010 at www.procurement.dgmarket.com.

2. The People's Republic of China has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of Xinjiang Turpan Water Conservation Project, and it intends to apply part of the proceeds of the loan to payments under the contract for Alagou Reservoir Dam Construction.

3. Turpan Prefecture World Bank Loan Project Management Office of Xinjiang Uygur Autonomous Region now invites sealed bids from eligible and qualified bidders for Alagou reservoir dam construction. The contract duration is about 38 months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, revised in October 2006 and May 2010 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from and inspect the bidding document from August 24, 2010, at the Turpan Prefecture World Bank Loan Project Management Office, Turpan, Xinjiang Uygur Autonomous Region.

6. A complete set of the bidding documents in English and Chinese may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 5000 or USD 750. The payment is in cash. The bidding documents will be sent by Express mail or in-person delivery.

7. Bids must be delivered to the address below at or before 10:00 am (Beijing Time) of October 19, 2010. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at 10:00 am (Beijing Time) of October 19, 2010 at Hatu Petroleum Building, No.230,Wenhua Road, Turpan, Xinjiang Uygur Autonomous Region, China. All bids must be accompanied by a bid security of no less than USD 550,000, or RMB 4,000,000.
