REQUEST FOREXPRESSIONS OF INTEREST FOR THE SUPERVISIONOF CONSTRUCTION WORKS Ref.no.QCBS-CS-0002-IDA Republic ofMoldova National WaterSupply and Sanitation Project IDA CreditNumber: 4414 MD This request for expressions of interest follows the General Procurement Notice for this project published in United Nations Development Business, issue no. 725 of April 30, 2008. The Government ofMoldova received a credit from the International Development Association (IDA) toward the cost of the National Water Supply andSanitation Project, and intends to apply part of the proceeds for the given consultant services. The services includetechnical assistance in supervision of the Contracts for civil works within the framework of the National Water Supply andSanitation Project. Accordingto the legislation in force in the construction field, Water Supply and SanitationProjects Implementation Unit (WSSPIU) must ensure the supervision ofworks' execution through authorized site inspectors who must check and confirm that the works are executed in full accordance withthe technical project designs, the applicable regulations and the authorization issued for the execution of works. The services will be conducted in 3 towns and in 23 selectedrural localities from Moldova, and are expected to last approximately 18 months. WSSPIU now invites eligible consultants to indicate their interest inproviding the services. Interested consultantsmust provide information indicating that theyare qualified to perform the services (brochures,description of similar assignments executed by the firm, experience in similar conditions and knowledge of local conditions,references, availability of appropriate skills among staff, years of experience in theabove-mentioned fields, work experience in the region, etc.). Consultants can associatewith other capable firms to enhance their qualifications and experience and submit its EOI as a Joint Venture. The Consultant must be a company specialized in thesupervision of civil works, through site inspectors authorized according to the legislation and regulations in force in Moldova.The proposed expert team should collectively cover all the fields of experience mentioned above. Good knowledge of English isessential for key staff members working for this assignment. The following minimal requirements should be met by theConsultant: (i) experience in at least one similar assignment; (ii) availability ofqualified staff in the field of constructionsupervision of urban andrural water supply and sewerage systems; (iii) knowledge about relevant Moldovan conditions andlegislation. A consultant will be selected in accordance withthe Quality and Cost Based Selection procurement procedures set out in the World Bank'sGuidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.
