Request for Expressions of Interest

 

The Ministry of Education, Youth andSport (MoEYS) has received  a Grant ofUS$57.4 million from the Education for All Fast Track Initiative Catalytic Fund toward the cost of the Education Sector SupportStart Up Action  Program (ESSSUAP). Part of the proceeds will be used for procurement of goods, works, related services and consultingservices.

Constructionwork is required in all three componentsof the ESSSUAP and the MoEYS  is seeking  One qualified and experienced NationalConsultants for School Construction Quality Monitoring across the country.  The contract is initially fortwelve months but can be extended depending on satisfactory performance and the needs of theprogram.  Tasks include:

·         Monitor theconstruction program on a nation-wide basis with a focus on quality of construction

  • Become familiar with theDepartment of Construction/MoEYSconstruction policies, site selection and management requirements, contractor contracts and theagreed construction schedule

·         Check that all donor, national, provincial and local legal and other construction requirements areobserved;

·         Check that site selection is transparent and is made in accordance with ESSSUAP objectives;

·         Develop a program to monitor the construction and supervision of all school constructions, during and afterconstruction;

·         Monitor site reports and site engineers logs, corrections, to insure constructions are adequatelysupervised,

·         Check monthly site engineers reports for quality and completeness,

·         Monitor construction quality and adherence to construction specifications.

·          Inspect every construction at least once during construction and at least onceafter construction.

·         Make frequent inspections to constructions where problems or issues with the quality of work have beenobserved.

·         Monitor certification of works and processing of payments to insure it iscarried out timely andcorrectly.

·         Assist Program Management with technical and quality evaluation of constructions during fieldtrips.

  • All National Consultants are expected to strictly adhere toprofessional standards inconducting their work, will be held accountable, and may be dismissed, for defects or issues not properlyreported to project management.
  • Report all problems on site tothe Technical Group Leaderof ESSSUAP and the School Facility TA.
  • Prepare monthlysummary reports for the ProgramDirector of ESSSUAP and Program Management Committee.
  • Attend the monthly meetings ofall the engineers to assess the progress and quality of the work in the previous month and to discuss problems, if any, and how toaddress them

  1. Qualifications

Required:

  • Degree inEngineering;
  • Five years of work experience inbuilding design and construction.
  • Fluency in English
  • Ability to compile and producehigh quality reports;
  • Willingness to transferskills

     Advantage

  • Knowledge of MoEYS schoolconstruction policies and processes
  • Familiarity with ADB or WBconstruction systems and procedures an advantage. 

Selectionof the individual consultants shall be carried out in accordance with the World Bank 's Consultant Guidelines ( May 2004, RevisedOctober 2006)
