SPECIFIC PROCUREMENT NOTICE

Procurement of Works for "Rehabilitation of Drainage andIrrigation Networks"

The Republic of Uzbekistan hasreceived financing from the World Banktowards the cost of the Drainage, Irrigation and Wetlands ImprovementPhase # I Project, andit intends to apply part of the proceeds toward payments under the contract for "Rehabilitation of Drainage and IrrigationNetworks" (DIWIP/DI/2) which is a component under DIWIP. This contract will be jointly financed by the Government of Uzbekistan. Bidding will be governed by theWorld Bank's eligibility rules and procedures.

Briefdescription of the Contract:

The Project is aimed to improve the safe disposal of the drainage effluent discharged from an irrigated area ofnearly 100,000 ha in South Karakalpakstan, improve the irrigation and drainage infrastructure within this area, protect and enhanceseveral wetlands and archaeologicalsites and develop and strengthen institutions involved in agricultural services and watermanagement. The works under DIWIP/DI/2 will comprise improvements to the inter farm and on farm irrigation anddrainageinfrastructure in South Karakalpakstan These works will be carried out in addition to previously completed works by othercontracts.

The main works ofContract DIWIP/DI/2 shall include, inter alia, the following:

            Improvements to the Drainage Infrastructure:

à           Widening and deepening works of around 540 km of existing on farm collector drains;

à           Repairand construction of Pipe Culverts, Pipe under Canal, and Junction Structures.

Improvements tothe Irrigation Infrastructure:

à           Rehabilitation and construction of Head and Cross Regulators, Aqueducts, Wateroutlets and Pipe Culverts.

Improvements tothe ground water table monitoring network:

à           Construction of new amelioration observation wells.

Projects Implementation Unit forWater Infrastructure (PIU for WI), which is the implementing agency, under the direction of the Ministry of Agriculture and Water Resources, now invites bidsfrom eligible bidders for the above mentioned contract and the bidding documents will be available for the interested bidders from24 August 2010.

 

Location of the works is South Karakalpakstan covering Beruni,Turtkul and partially Ellikala districts in the Republic of Karakalpakstan. Majority of the works are allocated in Turtkul andEllikala.

Approximate scope is:

  • Excavation inchannel (collectors) # 3.2 million m3,
  • Earthworks(excavation in open cut, excavation in foundation, form embankments, backfill, fill, etc.) # 83 735 m3
  • Concrete # 4200 m3,
  • Metal works #10 tonnes,
  • Concretereinforcement # 80 tonnes,
  • Otherancillary works on the canal and collector network as necessary.

The construction periodis anticipated to be around 17 months.

Bidding will be conductedthrough the international competitive bidding procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits, (January 1999 edition), and is open to all eligible bidders asdefined in the guidelines. Interested eligible bidders may obtain further information from and inspect the bidding documents after24 August 2010from the Projects Implementation Unit for Water Infrastructure, at the address below during office hours from 09.00to 17.00. A complete set of bidding documents in English and Russian (in case of discrepancies the English version shall prevail)may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 240 000 Uzbek Soums or 150 US$. The method of payment will be directdeposit to the specified account numbers which are given below:

They willbe opened immediately thereafter, in the presence of bidders' representatives, who choose to attend, at the address below. Latebidswill be rejected.
