REQUEST FOREXPRESSIONS OF INTEREST INTERNATIONALINDIVIDUAL CONSULTANT SERVICES ON Creation ofdigital library for basic and secondary education (Preparation of conceptual frame, design of the digital library, preparation ofmaterials for the library, development of database); ref. MoES/CS/IC/008/2010 Republic of Albania Education Excellence and Equity Project INDIVIDUAL CONSULTING SERVICES Credit No.: 4180ALB Project ID No.:P078933 Expressions of interest The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Banktoward the cost of the Education Excellence and EquityProject, and intends to apply part of the proceeds for consultant services.The services include international consultancy on developing the firstphase of designing and implementing a digital library in Albania, servicing primary and secondary education students and the schoolcommunity . The services are expected to be completed within 44 days from contractsignature. The Ministry of Education and Science now invites eligible individualconsultants to indicate theirinterest in providing the services. Interested consultants must provide information indicating that they are qualified to performthe services (brochures, description of similar assignments, experience in similar conditions, etc). The Consultant is expected to have the following qualifications andskills: - At least a master degree in a relevant discipline such as library andinformation science orequivalent.
- At a minimum, academic sub-specialty training and at least two years of relevant work experience indelivering library services to pre-university students, with attention to the specific academic and emotionalstages of development,including cyber-safety issues which the digital library will address. The candidate mustbe acquainted with policy enforcement issues withregard to digital services for youth, including parental understandings andresponsibilities for supervising and ensuring that education and preventions regarding cyber-bullying and predators are backed byeducator training and law enforcement as well as guided by international studies such asthat conducted by the EU-Kidsonline project.
- At least 7 years of relevant experience in ICT, Digital Content management and Systems architecturemodelling, Web Services, digital content policies development.
- Proven experience in managing a digital library project.
- Experience in coordinating multidisciplinary teams of different nationalities and culturalbackgrounds.
- Fluent written and spoken English.
- Strong analytical, networking, reporting and presentation skills.
A consultant will be selected in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 ).
