Preparation of a Siting Study for Solid Waste Disposal (Sanitary Landfill)
Consultancy Firm Services

The International Finance Corporation’s Integrated Solid Waste Management Project (“IFC ISWMP”) intends to finance the assignment:

The International Finance Corporation (IFC) a member of the World Bank Group is in the process of signing a Project Services Agreement with Durres Municipality (“the Municipality”) – an organ of the local administration, for preparation of a Siting Study to select a feasible site technically, environmentally, economically, legally for solid waste disposal / sanitary landfill. Durres is located in the western part of Albania, the biggest port in the country and a tourist destination. It is the second largest city of Albania with a population of over 200,000 inhabitants that generate about 70,000tons of waste annually. The current Municipality dumpsite considered as an environmental hazard is estimated to be exhausted by 2015. Therefore, the Municipality is interested to select a new site for its waste disposal in order to improve its services and to pave the way for potential PPP transactions in the sector.

The project will be implemented through IFC ISWMP, an advisory services program jointly financed by IFC and the Republic of Austria through its Federal Ministry of Finance. The objective of the ISWMP in Albania is to improve waste management services and practices in the country by laying the groundwork, improving regulatory framework, and building capacity to facilitate private sector participation and investment in the municipal waste management projects (waste disposal, treatment and collection).

As part of this assignment, IFC ISWMP intends to draw upon the services of a Consultancy Firm with an extensive international experience. The duration of the assignment is expected to be about 6 months from the initial mobilization, covering the following tasks:

1. Review of Available Information - feasibility studies and reports concerning solid waste management, environmental studies and any other relevant studies;
2. Develop Baseline for Landfill Planning – determine the service area, waste quantities (including sludge), volume capacity requirements for at least 20 years and land requirements for siting a sanitary landfill which achieves economies of scale and cost-effective transport of wastes.
3. Develop Site Selection Criteria – as will be defined in the Terms of Reference and comparatively evaluate their environmental, safety, economic, engineering and socio-political feasibility for sanitary landfill.
4. Identify at least 8 Potential Sites – by fully cooperating with local authorities and based on regional information available from private and public sources which will allow the identification and evaluation of potential sites.
5. Select at least 3 Candidate Sites – that appear to best meet the site selection criteria based on available data, or could be engineered economically to address the intent of most of the criteria and – and provide environmental audit report and economic analysis comparing the 3 candidate sites.
6. Recommend 1 Site for Further Study - Based on best professional judgment and upon the efforts conducted above, evaluate the 3 candidate sites and recommend which one appears to be the best from environmental, economic, and public acceptance perspectives.
7. Provide Relevant Reports and Plans in English Language as will be defined in the Terms of Reference.

The initial phase to identify 8 potential sites shall be completed within a period of 3 months from the date of the contract, or notice to proceed. The second phase to complete more detailed economic and environmental analysis of the 3 candidate sites shall be completed within 5 months from the date of the contract, or notice to proceed. The final phase to recommend 1 site shall be completed within 6 months from the date of the contract, or notice to proceed.

This schedule assumes there shall be no delay due to local authorities being unable to agree to the 3 candidate sites at the end of the initial phase of work or to the 1 recommended site at the end of the second phase of work.

IFC ISWMP now invites eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expressions of Interest (REOI). Please note that Consulting Firms may associate with other interested firms or individuals to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage may be invited to submit proposals for the Request for Proposals (RFP) that will be issued at a later date.

Interested consultants must provide the following information that will indicate that they are qualified to perform the services:
• Provide information on your expertise and experience with any prior similar assignments; experience in similar conditions; availability of appropriate skills among staff, etc.
• Demonstrate a capability to meet the World Bank Group’s Vendor Eligibility Criteria as found on www.worldbank.org/corporateprocurement .
• Please note that Marketing Brochures should only be provided as attachments and will not be considered as a substitute for written responses. Elaborate artwork is not required or encouraged.
Responses must be delivered to the below mentioned personnel by e-mail no later than September 5, 2010 by COB and shall not exceed 20 pages. If the submitted response exceeds 20 pages, IFC reserves the right to read only the first 20.

By responding to this REOI, you are confirming compliance with the World Bank Group Procurement Policy.

The responses will be reviewed and those consultants deemed best qualified in IFC’s judgment will be short-listed according to the following criteria:

The following qualifications are desirable:
• Previous experience with the World Bank Group.

The following qualifications are mandatory:

• Interested consultants should provide information showing that they are qualified in the field of the assignment.
• Interested consultants should provide information on the technical and managerial capabilities of the firm.
• Interested consultants should provide information on their core business and years in business.
• Interested consultants should provide information on the qualifications of key staff.

IFC reserves the right to limit the number of qualified firms shortlisted for efficiency. IFC reserves the right to verify any information provided, or to request additional information after REOI packages are received. IFC reserves the right to proceed, or to not proceed, with issuing an RFP. IFC reserves the right to modify the scope of work for the RFP as necessary to meet Project requirements.

All data and information received from IFC for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written notice of IFC.
