1.   The Government of Azerbaijan has received a loan from the AsianDevelopment Bank (ADB) towards the cost of the Road Network DevelopmentProgram, Project 1: Southern Corridor Improvement Project whichincludes the Masalli - Astara Motorway Project. Part of this loan willbe used for payments under the contract named above. Bidding is open tobidders from eligible source countries of the ADB.

2.   The "AzerRoadService" Open Joint Stock Company ("the Employer") nowinvites sealed bids under an International Competitive Bidding (ICB)process from eligible bidders who can demonstrate that they satisfydefined qualification criteria for the construction and completion ofthe Masalli - Astara Motorway Section A Contract (km 0 to km 22.15).This civil works contract includes the construction of 22.15 km of dualcarriageway, 2 grade separated interchange, 10 bridges, drainage works(including box culverts and pipe culverts) 1 vehicular underpass,utility diversions and road furniture "the Works").

3.    The qualification criteria for bidders shall include:

1. a minimum annual construction turnover of USD 100 million over the last 3 years;
2. access to financial resources such as liquid assets,unencumbered real assets, lines of credit and other financial means tomeet a cash flow requirement of USD 23 million;
3. participation as contractor, management contractor orsubcontractor in at least three contracts within the last five years,each with a value of at least USD 85 million that are similar to theproposed works;
4. experience within the last five years of: (a) theconstruction of at least 1,000,000 cubic metres of embankment per year;(b) the construction of multi-span bridges with bridge deck areas of atleast 8,000 square metres per year; (c) laying at least 150,000 cubicmetres of granular pavement material per year; and (d) laying at least90,000 cubic metres of asphalt per year.
