Eligibility of Bidders:   a) During the last three (3) years, the Bidder must have completed as a prime contractor three (3) successful contracts involving the design, development, implementation, and maintenance of Plasma Fractionation Production Lines. The Bidder must submit information about the completed contracts and contract information of clients for providing the references if it will be necessary for Purchaser;
b) The Bidder shall have the experience in the development, implementation, and maintenance of plasma fractionation plants based on the concept design offered in its Bid;
c) Bidders should have at least five (5) years of experience in supplying, installing and supporting the required plasma fractionation plant;
d) The average annual turnover requirement for each of the last three (3) years should be at least 1,500,000 (one and a half million) EUR per year, i.e. the Bidder shall prove financial and other operational capacities (present financial reports);
e) The Bidder shall present manufacturers’ authorizations for all offered products;
f) The Bidder shall name authorized local agents for after-sale and warranty service and maintenance of all the equipment provided under this tender. In the case of a Bidder, not doing business within the Rep. of Moldova, a commitment letter shall be submitted proving that the Bidder is officially represented by an agent in the Rep. of Moldova, authorized to service the Goods offered within this bidding and provide necessary maintenance/ repair services and spare parts;
g) The Bidder shall prove managerial competence, expertise, and professional staff (experienced project managers, process experts, etc.) necessary for the implementation of such projects. The CVs of proposed specialists should be included in the Bid;
h) The Bidder shall demonstrate expertise in training users (i.e. medical specialists and staff), and should provide certified training courses. The CVs of proposed trainers should be included in the Bid

Invitation for Bids (IFB) - First Stage

Blood Transfusion Safety in the Republic of Moldova
Supply and Installation of a Secondary Plasma Fractionation Production Line:
Concept Design, Optimal Technologies
Development and Implementation
CREDIT No. F/P 1473

1. The Government of the Republic of Moldova has received a Credit from the Council of Europe Development Bank (CEDB), toward the cost of the Blood Transfusion Safety Project in the Rep. of Moldova, and it intends to apply a part of the proceeds of this credit to payments under the agreement resulting from this IFB Contract No. GO/50/CEB_ICB, Supply and Installation of a Secondary Plasma Fractionation Production Line: concept design, optimal technologies development and implementation.

2. The Public Institution "Coordination, Implementation and Monitoring Unit of the Health System Restructuring Project" serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply and installation of optimal technologies for the production of biomedical blood preparations. The contract will include the development of the Concept Design of the Secondary Plasma Fractionation Production Line and the supply and installation of Optimal Technologies for the Production of Biomedical Blood Preparations. The production line will operate with advanced production technologies of biomedical blood preparations based on up-to-date methods of virus inactivation and quality control (conformable to the requirements of GMP and European Directives). The production line of human plasma preparations will include the container preparation department (washing/ cleaning/ drying lines) and the packaging department of the final blood product.

3. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: “Procurement under IBRD Loans and IDA Credits” and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

4. Interested eligible Bidders may obtain further information from the Public Institution "Coordination, Implementation and Monitoring Unit of the Health System Restructuring Project" and inspect the bidding documents at the address indicated below.

5. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of written application to the address indicated below and upon payment of a nonrefundable fee of 200 EUR or an equivalent amount in Moldavian lei, at the rate of the National Bank of the Republic of Moldova on the date of payment. The payment will be carried out through direct deposit on the following bank account:

The bidding documents will be sent via airmail for oversea delivery, via surface mail or courier for local delivery, or via e-mail (in “PDF” format) at the Bidders’ request.

All potential bidders are invited to attend a pre-bid meeting that will be held on September 13, 2010 at 14.00 p.m. (local time), in at least 3 rounds.

6. A two-stage bidding process will be carried out as described below:
a) The first stage bid will consist of a technical bid only, without any reference to prices, but including a list of any deviations to the technical and commercial conditions set forth in the bidding documents and/or adding any alternative technical solutions a Bidder wishes to offer, and a justification therefore, always provided that such deviations or alternative solutions do not change the essential requirements specified in the bidding documents. Following the evaluation of first stage bids, a Bidder that adequately meets the minimum acceptable qualification criteria and has submitted a sufficiently technically responsive bid may be invited to attend a clarification meeting(s), during which the Bidder's bid will be reviewed. Any required bid-specific changes, additions, deletions and other adjustments will be noted and recorded in a memorandum, or, if amendments are of a general nature, will be promulgated via an addendum to the bidding documents, after a discussion with bidders in the pre-bid meeting. Bidders may not be invited to submit second stage bids, if their first stage bids contain departures from the requirements in such numbers or of such nature that making the bids fully responsive in the remaining time for the two-stage process cannot reasonably be expected. All other suitably qualified and eligible Bidders, however, shall receive invitations to submit second stage bids;
b) The second stage bid will consist of: (i), the updated technical bid incorporating all changes required as recorded in the bidder-specific memorandum, and/or as necessary to reflect any Addenda to the bidding documents issued subsequent to the first bidding-stage; and (ii), the commercial bid.

7. First stage bids must be delivered to the address MD-2001, Chisinau, 36/1, Ciuflea St., 23rd office, P.I. "Coordination, Implementation and Monitoring Unit of the Health System Restructuring Project" at or before October 11, 2010, 12:00 p.m. (local time). Late bids will be rejected. First stage bids will be opened in the presence of the Bidders' representatives who choose to attend at the address MD-2028, Chisinau, 2, V. Alecsandri St., Ministry of Health of the Republic of Moldova (2nd floor, assembly hall), at 13.00 p.m. (local time) on October 11, 2010.
