Eligibility of Bidders:   1) Completion of at least 1 successfully completed contract in the past 3 years that has:
a) Been implemented using the service oriented architecture (SOA) design paradigm with at least the following characteristics and features implemented:
• An enterprise service bus based on any of the following technologies: Microsoft BizTalk Server, Oracle Enterprise Service Bus, JBOSS ESB, Websphere or equivalent.
• Web services technology that conforms to World Wide Web Consortium WS-I standards for web services
• Use of Simple Object Access Protocol (SOAP)
• Alignment roadmaps of business processes to services as shown in project documentation
• Combination of services to form new higher level services (orchestration or choreography) using any of the following technologies: Microsoft BizTalk Server, Oracle BPEL, ActiveBPEL or functional equivalent
• Federation of security across organizational boundaries
b) Been implemented at the enterprise level, i.e. in large organizations such as multinational corporations, universities, hospitals, etc. that have a high number of concurrent users (at least 500 users) and high transaction volumes. (to prove above qualification, Purchaser’s certificates and/or recommendations must be submitted.)

2) Completion of at least 1 successfully completed contracts in the past 3 years that have performed large scale data migrations including but not limited to extraction, cleaning and conforming of data and delivery. Purchaser’s certificates and/or recommendations must be submitted.
3) Demonstrated project experience during the past 5 years using the following Microsoft technologies: BizTalk Server 2004 or greater, SharePoint Portal Server 2003/MOSS 2007, SQL Server 2005 or greater, Windows Server 2003/2008,and .Net Framework 2.0 or greater.
4) Demonstration of an average annual turnover of at least 5 million USD over the last 3 years. Audited Balance sheets must be submitted.
5) Demonstrated capacity to setup and maintain a support center for at least one year post completion of the contract for on-site support and maintenance. This should include evidence of ongoing support contracts with previous clients that are or have been in effect for at least a period of one year post previous project completion and either documentation that shows the establishment of physical on-site offices to provide such support or contractual agreements with local partners that act as proxy agents for the parent firm in providing support.
6) Demonstrated capability to field a multi-disciplinary team consisting of at least the following roles (required staff qualification is attached):
• Head of Team / Project Team Leader
• Database Administrator & Data Migration Expert
• Chief Developer
• BizTalk Developer
• SharePoint Developer
• Quality Assurance Expert
• Documentation Specialist
• Training Specialist

Detailed individual qualifications will be attached to the bidding document. These should include mention of documented experiences with details of specific technologies used, architectural patterns & styles, roles played, etc. and references for each proposed staff

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 585 of June 30, 2002, most recently updated on September 16, 2009
2. Georgia has received a credit from International Development Association (IDA) toward the cost of Health Sector Development Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: Supply and Installation of Social Information Management System for Social Service Agency. IFB No. HSDP/ICB/17
3. The Georgia Health and Social Projects’ Implementation Center serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for supply and installation of social information management system for SSA. Proponents are invited to submit a comprehensive bid that will include:
1. Completion of a fully functional technical architecture, 2. The custom development of the various SIMS layers, 3. Training of end users and system administrators, 4. Development of documentation, 5. Data cleansing and migration, 6. Implementation of a “Test” phase and 7. Provision of one year of support and maintenance post completion. The supply and installation period is 55 weeks.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, revised May 2010, and is open to all Bidders eligible as defined in these Guidelines, that meet the above-mentioned minimum qualification criteria. (Please refer to Minimum Qualification Criteria and Eligibility of Bidders)

5. Interested eligible Bidders may obtain further information from Georgia Health and Social Projects’ Implementation Center and inspect the bidding documents at the address given below from 10:00 hours to 18:00 local time. A PRE-BID MEETING meeting which potential bidders may attend will be held on 09 September, 2010, 16:00 hours, (local time) at the address given below.
6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee USD 50 by suppliers abroad or GEL 90 within Georgia. The method of payment will be by bank transfer to the bank account of GHSPIC.

The Bidding Documents are available as printed hard copies and in protected electronic format. Both types of bidding documents can be requested and will be sent by the purchaser. Hard copies of the bidding documents will be sent by Courier Service which is selected and paid by the recipient. The electronic version of the bidding documents can be requested and will be sent via e-mail upon payment of tender fee for hard copy. However, in case of the discrepancy between hard and soft copies of the bidding documents, the provision(s) of the hard copy will prevail. Therefore bidders are recommended to request/collect hard copies of the bidding documents.
7. Bids must be delivered to the address below at or before 16:00 hours (local time) on 27 September, 2010. Bids need to be secured by a Bid Security and the amount of bid security required is USD 25’000.00 (Twenty five thousand US Dollars) or an equivalent amount in other freely convertible currency. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person, at the address below at 16:00 hours (local time) on 27 September, 2010.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
