Contractor shall provide all personnel, tools, supplies, equipment, and other items necessary to remove and dispose of the grey water from two (2) fifty-thousand (50,000) gallon soft shell water storage tanks (bladders) located at the Tactical Training Base (TTB) on the Dix area of Joint Base McGuire-Dix-Lakehurst (JB MDL), TAC 13D. The services must be performed in accordance with all applicable local, State and federal laws, regulations, and procedures including, but not limited to safety and environmental. The scope of work includes, but is not limited to: the removal and disposal of grey water from two (2) soft shell storage tanks (bladders). The disposal point is located at the Wastewater Treatment Plant (WWTP), Building 4352. The contractor will enter JB MDL each time through Checkpoint 9. The distance between pick-up point and delivery to the disposal point is approximately 16 miles, one way. Additionally, the route for pick-up and disposal may consist of improved roads, semi-improved roads and dirt roads. This is a commercial acquisition being issued as a 100% Small Business Set-aside. This solicitation is a request for proposal and is issued as a 100% Small Business Set Aside under the Standard Industrial Classification (SIC) Code: 4959, NAICS Code: 562998 and the related Small Business Standards for 7 million dollars. The proposed performance period is a base period from 01 October 2010- 30 September 2011 with four one year option periods. All potential sources must obtain a DUNS number and register in the Central Contractor Registration (CCR) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and register in the CCR may result in the delay of award of contract and the possibility of a given award being given to successful offeror who has a DUNS number and is registered in the CCR at the time of award. Solicitation will be issued on or about August 16, 2010. Due date will be stated in the solicitation.
