1.         This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared inUNDB online on May 21, 2007. 

 

2.         The Government of the Republic of Azerbaijan has received a credit from the International DevelopmentAssociation toward the cost of the Judicial Modernization Project and it intends to apply part of the proceeds of this credit topayments under the agreement(s) resulting from this IFB #1.2-G-04: Provision of ICT and other equipment for creation of automatedcase and document management systems and information network for Judicial-Legal Council, justice institutions and pilotcourts.

 

3.         The Project Implementation Unit serves as the implementing agency for the project and now invites sealed bidsfrom eligible Bidders for Provision of ICT and other equipment for creation of automated case and document management systems andinformation network for Judicial-LegalCouncil, justice institutions and pilot courts.

 

4. Bidding will be conducted using the International Competitive Bidding(ICB) procedures specified inthe World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May2004, revised October 2006 and it is open to all Bidders eligible as defined in these Guidelines that meet the followingminimum qualification criteria:  

a)  Participation as contractor, management contractor, or subcontractor, in at least one (1) contract within the lastthree (3) years, with avalue of at least eight million five hundred thousand US dollars (USD8,5mln.), that have been successfullyand substantially completed andthat are similar to the proposed assignment;

b) Minimum average annual turnoverof USD 16 million (sixteen millionUS dollars), calculated as total certified payments received for contracts in progress orcompleted, within the last three (3) years;

c) The minimum amount of liquidassets of the successful Bidder shallbe at least US$ (equivalent to AZN): USD 2,600,000 (two million six hundred thousand USdollars);

d) The Bidder has had two (as a minimum) successfully implementedsimilar nature contracts for the last 3 years contracts involving the development, installation, and provision of technical supportfor Information Systems of similar functional/technical characteristics.

 

       5. Interested eligible Bidders may obtain further information from ProjectImplementation  Unit of the Judicial Modernization Project, AZ1073, 1, Inshaatchilaravenue,5th floor, room #505, Baku, Azerbaijan and inspect the bidding documents at the address given below from 09:00 to 18:00 hours. A pre-bid meetingwhich potential bidders may attend will be held on August 30, 2010 at 11:00 of Baku time in the office of the Project Implementation Unit of the Judicial Modernization Project, AZ1073, 1, Inshaatchilar avenue,5th floor, room #505, Baku, Azerbaijan. 6. A complete set of bidding documents in English language may be purchasedby interested Bidders on submission of a written application to the address below and upon payment of a non-refundable fee of AZN250 or equivalent in freely convertible currency by transferring to the following Bankaccount:

7. Bids must bedelivered to the address below at or before September30, 2010 15:00 of Baku time.  The amount of Bid Security required is USD 150,000. Late bids will be rejected.  Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below atSeptember 30, 2010 15:10 of Baku time.

 

            8. The attention of prospective Bidders is drawn to (i) the fact thattheywill be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and(ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financedcontracts.
